About The Position

The H GT TECHNICAL SERVICES Department of the H GENERATION Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)  JOB FUNCTION: Supports departmental operations related to DOT/Pipeline O&M and regulatory compliance. Maintains adequate fuel inventories,coordinates used oil activities, maintains fuel related environmental records and reports for Hawaiʻi Island generation facilities. Leads fuel procurement activities in partnership with the Division and manages daily logistics with fuel transportation vendors across Hawaii Island generating assets.

Requirements

  • Working knowledge of fuel oil contracts, environmental regulations, petroleum and lube oil products, and hazardous material handling.
  • Working knowledge of PHMSA pipeline regulations, spill response protocols and environmental safety standards.
  • General knowledge of electrical power production.
  • Effective oral, written skills to communicate with internal and external individuals (vendors, community).
  • Effective analytical, technical and mechanical skills.
  • Interpersonal skills that demonstrate the ability to work with a variety of individuals within and outside the company.
  • Working knowledge of personal computers and related software including Excel and Word.

  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
  • Must have or be able to acquire Transportation Worker Identification Card (TWIC) to gain access to secure areas of Hilo Harbors for fuel related matters.
  • Must have to be able to acquire pertinent Pipeline and Hazardous Materials Safety Administration (PHMSA) qualifications.
  • Minimum of five (5) years coordinating petroleum orlube oil or chemical distribution.

Nice To Haves

  • Demonstrated experience administering fuel supply contracts including procurement coordination, vendor management and compliance oversight, or similar equivalent experience preferred.

Responsibilities

  • Monitors fuel oil inventories against generation from Independent Power Producers (IPP)’s, scheduled outages and forecasts for Hawaiʻi Island fuel needs. Coordinates fuel barge loading requirements with voyage schedules and unloading with appropriate terminals. Manages and maintains fuel inventories at Hawaiʻi Island generation facilities to ensure operational continuity. Adminsters fuel oil terminaling contracts, coordinates trucking of fuel to Hawaiʻi Island generation facilities, and manages fuel pipeline compliance, Fuel-related facility spill response Plans, and fuel pipelinePHMSA compliance and tank inspections, and manages fuel oil handling needs. Follow and maintain all SOX controls.
  • Develops and implements fuel oil procedures; maintains records, required forms and audit documentation and reports in alignment with internal controls and SOX requirements. reviews for accuracy and processes related invoices. Monitors fuel oil qualities and maintain Certificates of Analysis on all fuels received. Manages used oil Certificates of Analysis and Disposals ensuring proper air permit specifications are in compliance.
  • Oversees the operations of unloading fuel barges at Hilo Harbor, maintains inspection reports, assists HECO Environmental, as needed, in spill notification/response between federal, state, county and private agencies. Manges fuel oil consortium pipelines in accordance to Joint Operating Agreements, coordinates needs such as flushing of the pipeline as needed between Hawaiʻi Island and other JOA parties.
  • Tracks fuel inventories and deliveries for Hawaiʻi Island generation facilities, processes and tracks invoice payments. Maintains necessary records and logs related to power plant operations.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
