About The Position

Serves as the organization’s internal point of contact for ethics violations and improprieties, allegations, complaints and provides leadership and advice on corporate governance issues. Under the direction of the Director of Fraud Services, this position is responsible for conducting internal investigations related to alleged procedural or criminal wrongdoing, as well as oversight of major fraud case investigations. This position is primarily responsible to administer the proactive employee fraud monitoring program, perform analysis and oversee escalated investigations of possible warranted allegations of employee and/or vendor fraud. This position is also responsible for accurate and timely reporting and tracking of identified trends and root cause analysis resulting from employee fraud and insider abuse cases. This employee will partner with HR and Legal to conduct sensitive investigations and assist HR in making employment-related recommendations. This employee has superior personal integrity and ethics, including an exceptional sense of discretion; strong interpersonal skills; ability to communicate clearly, verbally and in writing; excellent organizational skills and attention to detail.

  • Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and other standard office equipment, such as financial calculators, personal computer, facsimile machine and telephone.
  • 4-year degree (or relevant work experience may be considered in lieu of degree)
  • Minimum 8 year’s fraud/criminal investigation.
  • Investigation and forensic interview, interrogation techniques, experience utilizing analytical tools, behavioral analysis and data mining techniques, solid understanding of financial and insider risk.
  • Due to the confidential nature of this work, respect for confidentiality is of critical importance.
  • Ability to discuss various topics with senior executive leadership and obtain their buy-in is essential for this position.

Nice To Haves

  • Law enforcement experience preferred, but not required.
  • Preferred Certified Fraud Examiner (CFE) or Certified Forensic Interviewer (CFI) required, or required to obtain within 1st year of employment. An equivalent CA POST certificate (Intermediate or Advanced) may be substituted for the certification.

Responsibilities

  • Investigate fraud that occurs throughout the Credit Union as perpetrated by employees, vendors, members, and non-members.
  • Analyze and monitor employee activity for potential evidence of misconduct, wrongdoing and/or illegal activity.
  • Utilize data analytics and other monitoring tools and report on results of such efforts.
  • Provide ongoing advisory services to department management to ensure adequate controls are designed into processes and procedures to mitigate inherent risks.
  • Promptly conduct investigations, in partnership with HR, Legal and other relevant business departments, into complaints and allegations of ethical wrongdoing or conflicts of interest.
  • Collaborate with Human Resources regarding the outcome of the investigation and necessary employment action.
  • Prepare written investigative reports as necessary, in conjunction with HR and legal counsel, as appropriate.
  • Organize and maintain case files and evidence.
  • Develop and maintain confidential procedures for the handling and processing of complaints and allegations.
  • Maintain an up-to-date knowledge and understanding of corporate governance requirements, compliance and reporting responsibilities and related legal benchmarks from federal and state law.
  • Administer and assist with ongoing development of procedures and effective processes related to combating employee fraud.
  • Seek to continuously develop the investigation tools used in support of this program, ensuring they are reflective of current threats and risk environment.
  • Assist with the development of employee training material content, ensuring employees are aware of Ethics Hotline as a resource to share concerns/allegations and that existing and emerging risks are addressed.
  • Identify internal control deficiencies, determine root cause, and oversee remediation efforts.
  • Prepares summaries of financial transactions for referral to federal and state prosecutors.
  • Provides testimony and technical support in connection with judicial proceedings
  • Reviews legal aspects of investigations and recommends action as appropriate.
  • Travels to complete investigations.
  • File reports with federal, state or local law enforcement when necessary and/or as directed by management.
  • Prepare ongoing Senior Management reporting ensuring complete and accurate metrics, trending, and root cause analysis data
  • Assist with special projects as assigned.
