About The Position

Social Impact (SI) is developing an AI-supported, predictive platform for end-to-end social program management. ImpactOS is an entirely new approach to social program design and management, moving from static and reactive to predictive and proactive. We are seeking a founding CTO to design and build this platform using modern AI-native development workflows. This is an exciting opportunity to dramatically improve the results of social programs globally, impacting actors from government and multilateral agencies to program implementers. We are not looking for someone to maintain systems. We want someone excited about helping us build something entirely new and transformative. You will design and build the technical architecture for a predictive public-sector platform, integrating: · Structured program logic models · Probabilistic forecasting engines · Risk propagation models · Scheduling risk integration · Data visualization layers · Enterprise system integrations · AI-assisted modeling tools You will work directly with the founder in design, early partner and client engagements, and shaping the technical roadmap from MVP to scale. Our team brings unrivaled understanding of and experience advising federal agencies, multilaterals, and governments globally on program design, monitoring, and evaluation, including on using technology to improve results. We need you to help us shape the vision and bring it to life from the technical perspective.

Requirements

  • 8–15+ years building complex software platforms
  • Experience designing full-stack architecture from scratch
  • Deep familiarity with cloud infrastructure (AWS, GCP, or Azure)
  • Strong data architecture and analytics experience
  • Experience integrating APIs and enterprise systems
  • Experience with AI-assisted development workflows
  • Comfort building in regulated or enterprise environments
  • Experience with and/or knowledge of FedRAMP requirements

Nice To Haves

  • Experience with probabilistic modeling or simulation
  • Exposure to public sector, GovTech, or enterprise SaaS
  • Experience building analytics dashboards
  • Familiarity with scheduling or project management systems
  • Comfort presenting technical concepts to non-technical executives
  • Interest in public impact and institutional reform

Responsibilities

  • Architecture & Platform Design
  • Design scalable system architecture for a predictive outcome platform
  • Build probabilistic forecasting infrastructure
  • Architect modular data schema for program lifecycle tracking
  • Integrate with external systems (Power BI, ArcGIS, financial systems, project management platforms)
  • AI-Enabled Development
  • Leverage frontier LLMs for accelerated coding and system generation
  • Design AI-assisted user workflows
  • Implement safe, explainable model outputs for public-sector use
  • Predictive Modeling
  • Develop risk propagation models linking: § Implementation risk § Scheduling delays § Stakeholder instability § Budget variance § Outcome probability
  • Design Monte Carlo simulation modules
  • Implement sensitivity and stress-testing engines
  • Security & Governance
  • Architect for federal security standards (FedRAMP readiness mindset)
  • Build robust audit trail systems
  • Ensure explainability and defensibility of model outputs
  • Leadership
  • Recruit and lead engineering team
  • Define development sprints and technical roadmap
  • Represent technical architecture in agency and investor meetings (as needed)
