About The Position

The Foster Care Program Manager (PM) works to ensure that quality services are delivered within the TFBH and Contracted Foster Care Programs according to agency policy and all applicable state, federal and OCFS regulations. This includes the development of staff and ensuring the continuity and quality of service to youth, biological families and foster families. Knowledge of foster care and home finding are essential. The Program Manager is responsible for ensuring the successful implementation of departmental goals and programs. By demonstrating our values and delivering exceptional results, the incumbent will contribute to the Glove House high-performance culture. This ensures that Glove House remains a leading provider of child, family and behavioral health solutions. The Program Manager is directly accountable to the Director of Foster Care.

Requirements

  • Bachelor’s degree in human services or related field preferred; bachelor’s degree required.
  • Must have a valid driver’s license and driving record in accordance with agency standards.
  • 5 + years direct experience working with children and families.
  • Supervisory experience required.
  • Community resources, TCI principles, Trauma Informed Care Practices, strong understanding of State and Federal regulations.
  • Perform under high demands in fast-paced, diverse environment.
  • Handle confidential information appropriately.
  • Perform at a high level of autonomy with minimal supervision.
  • Ability to write routine reports and correspondence utilizing computer and standard Microsoft Office software; learn new computer applications as needed (i.e., myEvolve, Paylocity, etc.)
  • Must be proficient in Connections.
  • Ability to speak effectively before groups of clients, potential foster parents or employees of organization.
  • Work on multiple tasks while maintaining a high attention to detail, accuracy and quality.
  • Set appropriate limits and boundaries with clients; act decisively to protect clients when necessary.
  • Assess and apply proper intervention strategies.
  • Identify and understand environmental stressors.
  • Recognize importance of social, economic and environmental factors in the development and resolution of personal/family problems.
  • Make home visits

Responsibilities

  • Responsible for interviewing, hiring, coaching, training and evaluating staff.
  • Provides overall oversight to the assigned foster care program, supervision of staff in the care of youth in accordance with all Glove House, state and regulatory requirements including regular, formal staff supervisions.
  • Directly supervises Caseworkers and Home Finders, jointly supervises Nursing and Social Work for the designated program.
  • Develops and maintains team meetings.
  • Ensures, completes, and maintains client records and program documentation (self, staff, and youth), such as daily activities, referral, intake, treatment plans, progress notes and discharge summaries/planning, according to Glove House program and regulatory standards.
  • Ensures all documentation is completed in a timely fashion i.e., Connections, myEvolve, incident reports, safety plans and corrective action plans.
  • Ensures staff are up to date with compliance and training requirements (physical, driver license, staff training etc.)
  • Contributes to training of staff, participates in provision of agency-wide training.
  • Oversees the day-to-day operations of the foster care program including referrals of foster children, certifying and maintaining foster homes, crisis management, documentation of services and casework contacts.
  • Completes all required reports and tracks data to meet goals for the program, including corrective action plans as needed.
  • Attends and engages in meetings within Glove House foster care as well as with contract stakeholders and community service providers.
  • Ensures job-related activities follow Glove House policies and procedures, OCFS, Federal and State regulations and relevant professional associations, ethical standards, accreditation standards and the law.
  • Actively participates as a member of the Leadership Team.
  • Participates in all Glove House strategic planning goals, including risk management and Quality Assurance plans.
  • Responsible to assist in the research and development of best practices and new initiatives to meet the changing needs of children and families in the community.
  • Protect the privacy of our clients. The agency’s commitment to privacy is based on our longstanding values as well as an array of state and federal confidentiality laws and regulations.
  • Oversee foster care billing and work with 29i regulations for foster care.
  • Will take on a caseload during transitions and vacations as needed.
  • Must direct, implement, assist in and maintain a plan for foster parent recruitment across our catchment areas.
  • Oversee Supervised Independent Living foster care program.
  • Maintains foster care census at the appropriate budget levels.
  • Become a TCI trainer.
  • Is required to safely travel on agency business as required by job demands. Maintain accurate mileage documentation and submit in required agency timeframes.
  • Consistently attends mandated agency and department meetings and participates on standing agency committees and community committees as assigned.
  • Perform all work tasks in a safe manner.
  • Performs other responsibilities as assigned by the Director of Foster Care.
  • Is guided by organizational values and trauma informed practices in all interactions.
  • Demonstrates understanding of the four dimensions of safety and can identify gaps.
  • Treats all children, families, staff and ancillary providers with respect and courtesy.
  • Demonstrates and models sensitivity to the cultural background of children, families and co-workers.
  • Contributes to an engaging, positive work environment.
  • Represents Glove House at state and local forums, developing collaborative relations with other stakeholders in the community and promoting the interests of the agency.
