The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. SPA's AUKUS Portfolio provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy, and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPA’s decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the U.S. Navy and its partners in an era of renewed strategic competition. Requirements

  • Experience managing and processing Foreign Visit Requests (FVRs) through the Defense Technology Security Administration’s (DTSA’s) Foreign Visit System on SIPRnet
  • Demonstrated experience reviewing and preparing Classified Military Information (CMI) and Controlled Unclassified Information (CUI) documents to ensure all classification markings, caveats, and handling instructions are accurately applied, properly maintained throughout the review and release process, and fully compliant with disclosure requirements, enabling confident and timely release through the Foreign Disclosure Officer to foreign partners
  • Active Department of War (DoW) Secret security clearance with eligibility for access to Restricted Data (RD), maintained in good standing

  • Advanced proficiency in Adobe Acrobat Pro, including expert-level skills in redaction, document editing, form creation, and application of security features, with the ability to employ the software’s full capabilities to produce accurate, compliant, and publication-ready documents
  • Demonstrated knowledge of National Disclosure Policy One (NDP-1), the Department of the Navy Foreign Disclosure Manual (SECNAV M-5510.1), International Traffic in Arms Regulations (ITAR), and other DoW and DoN policies governing Foreign Disclosure Officer authorities, roles, and responsibilities

Responsibilities

  • Serve as a Foreign Disclosure Representative (FDR) and Foreign Visit Analyst (FVA) for the Direct Report Program Manager, AUKUS Integration and Acquisition’s (DRPM AUKUS I&A’s) Foreign Disclosure Officer (FDO).
  • Process and manage Foreign Visit Requests (FVRs) for non-U.S. citizens within the Defense Technology Security Administration’s (DTSA) Foreign Visit System on SIPRNet.
  • Validate visit information, ensuring accuracy, and maintaining strict compliance with security protocols.
  • Routinely review, prepare, and refine documents for assessment by the Foreign Disclosure Officer, supporting timely and appropriate release decisions to foreign partners across AUKUS and broader coalition environments.
  • Ensure that all actions align with governing foreign disclosure guidance, regulations, and legal frameworks.
  • Analyze release requests involving Controlled Military Information (CMI) and Controlled Unclassified Information (CUI), applying published limitations and guidance to verify that all proposed releases are compliant and appropriate.
  • Recommend accurate and defensible disclosure guidelines tailored to each product, recipient country, or partnership, ensuring that classification markings, caveats, and handling instructions are applied correctly and preserved throughout the review and release process.
  • Operate knowledge-management systems and tools to assimilate, organize, and analyze data from multiple sources.
  • Maintain structured records, identifying trends or discrepancies, and enabling efficient, transparent information flow throughout the foreign disclosure and visit-management workflow.
