About The Position

ASR is seeking a FMS Human Resource Specialist to support the F‑35 Joint Program Office (JPO) under a federal contract. The FMS Human Resources Specialist provides integrated personnel and manpower support to the F‑35 Joint Program Office’s International Directorate, focusing on positions and staffing funded through Foreign Military Sales (FMS). This role plans, analyzes, and administers manpower packages and HR processes that sustain the F‑35 program’s mission—working across USAF, USN, and USMC stakeholder communities to ensure the right civilian talent is resourced, onboarded, tracked, and retained under FMS authorities.

Requirements

  • Education: BA/BS in Human Resources, Business Administration, or related discipline.
  • Experience: Minimum 5 years performing HR and manpower management duties.
  • Clearance: Active SECRET or ability to obtain.
  • Demonstrated experience in Federal HR and/or manpower roles, with familiarity developing FMS manpower packages.
  • Experience coordinating across USAF/USN/USMC stakeholder communities for civilian manpower actions.
  • Proficiency with MS Office and DoD HR/manpower systems (e.g., DR) for reporting and data integrity.
  • Strong analytical, communication, and process‑improvement skills; ability to manage multiple concurrent HR actions and deliver on routine reporting cycles.

Responsibilities

  • Provide end‑to‑end HR support to the International Directorate for civilian manpower planning funded through FMS, including developing and maintaining manpower packages and staffing requirements.
  • Perform integrated personnel and manpower management activities to support and sustain the F‑35 program, coordinating with stakeholder Services (USAF, USN, USMC) on FMS‑funded civilian positions.
  • Analyze manpower needs and recommend efficient utilization of personnel resources, aligned with program objectives and FMS funding constraints.
  • Update, maintain, and produce organizational HR artifacts (e.g., org charts, recall rosters, phone lists) on a recurring basis to reflect staffing changes.
  • Support in‑processing and out‑processing for civilians, military, international partners, and contractors—tracking status, maintaining metrics, and coordinating across Senior Leadership Team offices for a smooth experience.
  • Administer and produce reports from the F‑35 personnel/manpower databases (e.g., Defense Ready/DR or successor system), including permissions, routine data quality checks, and scheduled outputs (weekly/monthly/quarterly/annual).
  • Conduct trend analyses on HR and manpower data; identify anomalies and provide actionable insights to leadership for process improvements.
  • Draft and maintain standard operating procedures and ensure HR forms, records, and guidance are current (semiannual review cadence).
  • Coordinate with building and facility stakeholders (as needed) to ensure workspace readiness (e.g., workstation, phone, computer) for inbound personnel.
  • Uphold all security, privacy, and information handling requirements (e.g., CUI marking, CAC/SAAR processes, Section 508 compliance for EIT, OPSEC awareness) relevant to HR data and workflows.
