We invite all qualified candidates to learn more and apply for our Fiscal Officer III position. General Statement of Duties: The Fiscal Officer III manages the finances for Departmental programs. Employees in this class monitor progress made toward achieving program objectives and goals, evaluate work progress and accomplishments and make appropriate program adjustments. The incumbent reports to the Director for Center for Operation and serves as assistant to the Center Director for all financial matters, often with authority to represent and act for the Center Director. The work includes planning, organizing and directing the preparation of operating and capital improvement budgets, providing analyses on which to base financial and funding-related policy decisions, directing acquisition of real property, and directing the development, implementation and maintenance of fiscal and operating reporting and payment systems. The work is performed under the administrative direction of the Center for Operations Director and is reviewed through conferences, reports and evaluation of results achieved. The Fiscal Officer III is distinguished from the accountant by having responsibility for the overall management of the fiscal operations of a Local Department of Social Services.

Requirements

  • Extensive experience as a senior budget or policy analyst.
  • Comprehensive knowledge of the principles and practices of public administration.
  • Thorough knowledge of the concepts and methods of fiscal analysis and financial management, public budgeting and grant administration, including good knowledge of banking and financing.
  • Considerable experience in developing, monitoring and managing large budgets.
  • Demonstrated leadership skills.
  • Considerable experience in meeting deadlines and producing reliably under severe time constraints.
  • Considerable experience in actively planning and organizing various projects.
  • Ability to interpret regulations, and to explain objectives and procedures.
  • Ability to persuade others and negotiate issues to obtain desired results.
  • Considerable experience in establishing and maintaining effective working relationships with representatives of other agencies, co-workers, and with vendors/contractors.
  • Considerable experience in analyzing, interpreting, and reporting research findings.

Nice To Haves

  • Four-Year College Degree in business or public administration, public policy, government finance/accounting, financial management.
  • Master’s degree in public administration, finance, business administration, government finance, accounting or related field.
  • Extensive as senior budget analyst.
  • Considerable supervisory experience.

  • Ability to design and manage complex projects independently.
  • Ability to manage complex budget, financial analysis and projection.

Responsibilities

  • Oversees/supervises preparation of operating and capital improvement budgets, supplemental requests, budget revisions, and budget justifications to the City, State and other agencies.
  • Prepares or reviews City Council docket items that include fiscal and budget implications.
  • Prepares financial analyses for developing and monitoring the Department’s budget and provides the Center for Operations Director and DCHS Director with recommendations on which to base policy and funding decisions.
  • Reviews and, under own signature, approves payment vouchers and purchase requisitions that are not delegated to the Fiscal Officer Is; monitors revenues and expenditures; and supervises the accounting, purchasing, grant monitoring and close out, cash match, audit and inventory activities of the Department.
  • Develops and implements comprehensive financial management policies and procedures for the Department; and provides training and assistance to staff in order to ensure compliance with City, State and federal financial management regulations.
  • Prepares required fiscal analysis, financial monitoring revenue reimbursement and oversight of all major funding sources, including: the Performance Contract between the City and the Virginia Department of Behavioral Health and Developmental Services and the CSB and Virginia Department of Social Services programs.
  • Reviews and recommendations on Department purchase of service agreements, leases and administrative procedures and compliance with City, State, and federal policies and procedures.
  • Provides monthly and quarterly financial reports, recommends technical measures for improving the efficiency and effectiveness of department operations and proposes solutions for Center/Office Directors and managers in resolving problems.
  • Prepares cost analysis reviews or prepares reporting and other administrative requirement sections of request for proposals (RFP's) or grant applications.
  • Responds to inquiries and engages in collaborative work with OMB and City Finance.
  • Perform other related duties as assigned.
