About The Position

Responsible for the overall financial coordination and day-to-day management of all externally funded grants, contracts, and restricted funds including all accounting and reporting functions. Assures financial compliance with all applicable federal, state, and agency requirements. Assists Executive Leadership Team, Program Directors, and management staff in financial management of all funded grants, contracts, and restricted funds.

Requirements

  • Baccalaureate degree from an accredited four-year college or university with major course work in Business Administration, Finance, Accounting, Economics, Public Administration or any equivalent combination of experience and training that provides the required knowledge, skills and abilities. Additional education of one year may be substituted for one year of required experience.
  • Three years of professional experience in financial management, budgeting, accounting, policy analysis, or research, preferably in a governmental or grant-based organization, including supervision, data analysis, and project planning and management or one year related responsible paraprofessional experience.
  • Regular attendance is a requirement of this position.
  • A professional and courteous manner and an ability to work harmoniously with other employees and the general public.
  • Must pass a criminal history background investigation; however, a conviction of a crime may not necessarily disqualify an individual from this classification.
  • Possession of or ability to obtain a valid Oregon driver’s license required.

Responsibilities

  • Prepares and oversees the budget preparation and submission of Federal, State, and other funding source grants/contracts.
  • Responsible for the post-award management of grants/contracts financial functions, including oversight of grant projections to ensure expenditures are in line with budgeted expectations and in accordance with specified terms of the grant agreement.
  • Ensures all grant financial activities are in compliance with applicable regulations, accounting standards, deadlines, and standard operating procedures.
  • Requests prior approval from funding agency if deviation from grant/contract terms is necessary.
  • Performs grant closeout functions required by funding source including reconciliations, financial status reports, and final reporting.
  • Oversees multiple program cost allocation methods to ensure costs are allocated to funding sources based on benefit received by program.
  • Recommends and implements required changes to fiscal area operations as required and in support of continuous improvement.
  • Facilitates the written documentation of required processes, procedures, and activities.
  • Maintains oversight of grant/contracts in the agency’s chart of accounts.
  • Provides technical assistance and guidance in the preparation, submission, processing, and management of grants and project contract proposals, awards, and agreements.
  • Participates in a cooperative Post-Award Grants and Contracts Administration training program for new county directors.
  • Advises senior program staff on budget management, variances or funding issues.
  • Monitors and reviews monthly grant/contract expenditures reports and projections to ensure authorized budgetary limitations are not exceeded and program goals are met.
  • Monitors indirect cost pool allocations to ensure that budget and grant limitations are met and propose adjustments as required.
  • Monitors grant reimbursement (US Department of Health and Human Services and similar grants/contracts) to actual expenditures incurred to ensure compliance with grant performance.
  • Prepares and oversees the preparation of financial reports needed for grants and contracts by compiling, researching, and analyzing data regarding the expenditures of grants and contracts.
  • Submits financial reports on time as required by grant/contract agreements.
  • Researches and analyzes various forms of data for current budget projects and new budget proposals.
  • Provides timely, accurate, comprehensive information to constituents as requested.
  • Collaborates with external agencies and internal administrative units to ensure compliance with Federal, State, and private regulations governing grants and contracts.
  • Coordinates the closure of all grants and works with Fiscal personnel to close out accounts at fiscal year-end.
  • Coordinates external and internal audits of grant/contract activity and interacts with independent auditors with interim and year-end audits, as appropriate.
  • Participates in a wide variety of committees and special projects.
  • Participates in budget planning meetings with management teams.
  • Leads and monitors daily operations.
  • Recruits, selects, orients, and supervises.
  • Provides on-going individual feedback toward the goal of effective performance in a timely and appropriate manner.
  • Provides guidance and support to staff, developing skills and progress in their position.
  • Provides and supports professional development and training opportunities for staff.
  • Reviews and authorizes staff time records and overtime.
  • Ensures compliance with Agency policies and procedures as well as wage and hour laws and regulations within the department.
  • Communicates effectively to build trust.
  • Maintains a professional, mutually respectful and productive working relationship with all Agency personnel.
  • Works with other program specialists to establish and update plans of action at Agency level.
  • Supports Agency’s ability to manage and implement programs independently within guidelines of performance standards and other requirements.
  • Works cooperatively with other agencies to meet the needs of families and children served.
  • Develops, prepares, coordinates, and maintains relevant statewide meetings.
  • Maintains skill and technical knowledge in assigned subject areas pursuant to their professional development plan.
  • Establishes professional networks to maintain expertise in field by participation in professional organizations.
