About The Position

JOB SUMMARY: Under the direction of the Lucas County Job & Family Services Finance Director, performs all fiscal functions for the administration of Workforce Development programs managed by the local Workforce Development Agency (WDA). Reviews, analyzes and makes recommendations regarding resource allocations for WDA programs while taking into consideration the alignment with organization al goals and objectives. Oversees the contract/procurement process for services provided through the Workforce Investment and Opportunity Act ( WIOA); monitors budgets to assist WDA administration in ensuring WIOA performance measures are met; serves as the WDA’s Budget Analyst and provides technical assistance regarding the allowable use of WDA funds by remaining current with changing Federal & State rules and regulations pertaining to WIOA. Performs complex financial and budgetary work including advanced level analysis. Ensures the efficient and effective use of funding in support of WDA objectives and all applicable fiscal policies. Provides fiscal support for daily operational activities of the WDA and works closely with staff at all levels to identify, recommend, develop, implement, and support cost-saving strategies and maintain compliance with grants and agreements. The Analyst will define and recommend fiscal policies, procedures, and best practices ensuring compliance with required federal, state, and local regulations.

Requirements

  • Knowledge of: Generally Accepted Accounting Principles; federal grants management; federal, state, and local fiscal policies and procedures; budget and cost accounting procedures and practices; budgetary processes and systems; governmental accounting principles; methods of budgetary administration and reporting; and complex financial reports and analysis.
  • Skill in: Operation of personal computer; analyzing problems and developing and implementing solutions; utilization of computer applications (e.g. designing spreadsheets); and skilled in problem solving.
  • Ability to: Analyze and design work flows and procedures; prepare and review contracts/agreements; collect, analyze, and interpret data; prepare and maintain accurate documentation and develop and manage a budget; must possess excellent verbal communication and writing skills; able to confer with a variety of people from all demographics; develop and maintain effective working relationships with co-workers, supervisors, public officials, clients, and the general public; ability to make sound judgment in the absence of direct instructions.
  • Exercise considerable independent judgment and discretion in the performance of the duties of this position.
  • A bachelor’s degree from an accredited college or university in finance, accounting, business or public administration or other related disciplines.
  • Two (2) years of documented work experience performing financial analysis & auditing.
  • Must possess experience that demonstrates the knowledge, skills and abilities required to effectively facilitate financial management and auditing functions.
  • Effective analytical, presentation, and collaboration skills.
  • Must possess and maintain a valid Ohio or Michigan driver's license and must maintain a driving record that meets Lucas County insurability standards.

Responsibilities

  • Prepare and manage annual WDA county budget.
  • Perform financial analyses and recommend to WDA program administration ways to maximize allocations while avoiding lapsed dollars, ceiling excesses, and unallowable costs.
  • Complete state draws and effectively manages the cash balance of the WDA fund and grant balances in accordance with local, state, and federal rules.
  • Identify potential sources of applicable grant funds outside of WDA funding sources and prepare applications; monitor fiscal and programmatic compliance with grant requirements for grants received.
  • Oversee the Request for Proposals (RFP) process in coordination with the Workforce Development Board and WDA, complete cost/price analyses.
  • Review and approve proposed agreement budgets & cost allocation plans.
  • Oversee the development of subrecipient agreements and perform fiscal monitoring.
  • Create and send invoice forms & cost statements; manage contract budgets.
  • Review invoices for accuracy, timeliness & allowable costs.
  • Provide technical assistance, as needed, to providers, peers, and other stakeholders as it relates to the fiscal function of the WDA.
  • Prepare, monitor, maintain & submit federal funding reports as required.
  • Manage the WDA RMS process and perform functions of the RMS Coordinator.
  • Process WDA invoices and staff reimbursements to ensure timely payment of goods and services.
  • Process all WDA receipts and wire transfers.
  • Prepare and maintain a variety of fiscal reports & logs.
  • Maintain agency’s effectiveness and efficiency by defining, delivering, and supporting strategic plans associated with department functions.
  • Complete projects by coordinating resources and timetables.
  • Make effective presentations and written reports for a variety of audiences.
  • Demonstrate accountability in carrying out the mission and values of the Agency.
  • Develop reports for Workforce Development Board and present them to Board at scheduled meetings.
  • Responsible for keeping appropriate management informed regarding fiscal projects.
  • Perform other related duties as assigned.
