Opportunity Awaits, Apply Today! – Part-time Fiscal Analyst 1 The Oregon Health Authority (OHA), Public Health Division (PHD), Nutrition and Health Screening (WIC) section is seeking a part-time Fiscal Analyst 1 to join its team. This position provides critical support to the Fiscal Analyst 2 by helping fulfill grant reporting requirements for the Nutrition and Health Screening section. The role ensures accurate, timely, and compliant financial reporting, contributing to strong program oversight and effective stewardship of public health funds. The Nutrition and Health Screening (WIC) team is looking for a part-time Fiscal Analyst to coordinate and monitor fiscal and business activities across a variety of initiatives.

Requirements

  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree).
  • Three years’ experience in management, policy or program analysis, or technical-level budgetary support activities.

Nice To Haves

  • Demonstrated familiarity with Oregon Health Authority (OHA) budget and fiscal processes, including revenue and expenditure tracking and payment procedures.
  • Strong understanding of federal program compliance requirements and the ability to apply them in day‑to‑day fiscal operations.
  • Knowledge of, or experience with, the WIC and Farm Direct Nutrition Programs is preferred.
  • Ability to interpret and analyze financial data to support accurate reporting and informed decision‑making.
  • High attention to detail with a commitment to accuracy, consistency, and fiscal accountability.
  • Strong organizational skills, with the ability to manage multiple priorities and meet strict reporting timelines.
  • Effective communication skills, including the ability to collaborate with program staff, financial teams, and external partners.
  • Understanding of USDA federal regulations related to the WIC Program and fiscal management of federal programs.
  • Familiarity with the Oregon Health Authority (OHA) Policies and Procedures Manual.
  • Knowledge of the Oregon WIC Policies and Procedures Manual and relevant Oregon Administrative Rules.

Responsibilities

  • Track and monitor financial data to ensure accuracy and compliance
  • Review and prepare invoice payments and accounts receivable billings
  • Assist with grant budgeting and forecasting of revenues and expenditures
  • Coordinate collection and reporting of quarterly state time studies
