About The Position

DHSS is consolidating fiscal, grants, contracting & procurement sections across the agency under the Office of the Secretary. The incumbent manages a large, complex fiscal operation to include compliance and reporting of grants, contracts, special funds, payroll, cost recovery, and revenue collection. Provides guidance to the leadership on all matters that have financial impacts. Serves as a key subject matter expert on the department's complex funding and financial operations. This position will oversee the fiscal operations of the Office of the Secretary and administrative offices, to include the Department’s Controller’s office.

Requirements

  • Four years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • One year of experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  • One year of experience in budget administration which may include but is not limited to managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  • Two years’ experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  • Applicants must be legally authorized to work in the United States.
  • All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment.

Responsibilities

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
