About The Position

Protects life and property by supervising personnel, along with performing firefighting, EMS, hazardous materials, and fire prevention duties. Maintains fire equipment, apparatus, and facilities. Assists Training Officer with coordination of station training in the areas of Fire, EMS, Haz-Mat, Specialty Teams, and maintains proficiency of job knowledge and skills through training.

Requirements

  • High school diploma or GED.
  • Associates in Fire Science or two years of college preferred.
  • Five (5) years' experience as a full-time paid member of the Hobbs Fire Department with a minimum of one (1) year as a Driver/Engineer; or seven (7) years' experience with a paid, career department, with at least two (2) years at a Captain level or equivalent and one (1) year as a Driver/Engineer or equivalent.
  • Successful completion of Hobbs Fire Department's Captain Development Program, or complete the next available program upon hiring for the position.
  • Considerable knowledge of modern fire prevention, suppression, hazardous materials, emergency medical protocols, building, electrical, mechanical, and fire codes. Considerable knowledge of inspection techniques.
  • Ability to train and supervise subordinate personnel in the duties of their position; Ability to apply standard firefighting, EMS, hazardous materials, and fire prevention techniques; Ability to perform strenuous or peak physical effort during emergencies, training, or station maintenance activities for prolonged periods under conditions or extreme heights, intense heat, cold, or smoke; Ability to act effectively in emergency and stressful situations.
  • Ability to follow verbal and written instructions; Ability to effectively communicate orally and in writing; Ability to maintain effective working relationships with fellow employees, supervisors, other agencies, and the public.
  • Skilled in the operation of listed tools and equipment.
  • Must possess or obtain a valid New Mexico Class E driver's license, or state equivalent upon hire.
  • NRAEMT or state equivalent or higher required.
  • Must possess a valid driver's license without record of suspension or revocation in any state for the past three (3) years.
  • Must possess Fire Officer I Certification.
  • Must possess Fire Service Instructor I Certification.
  • Must possess HazMat Technician Certification, or attend the first available HazMat Technician course.
  • Must possess or obtain IFSAC Fire Officer II Certification within one year of appointment to the position.
  • Must possess or obtain BLS Instructor Certification within one year from the date of appointment. This certification must be maintained including all updates by AHA.
  • No felony convictions or disqualifying criminal histories within the past seven years. Must be of good moral character and of temperate and industrious habits.
  • Must be able to read and write the English language.
  • Must be able to meet Department physical standards.

Responsibilities

  • Acts as the Battalion Chief, in the absence of the Battalion Chief, as assigned.
  • Performs and supervises firefighting activities including driving fire apparatus, operating pumps and related equipment, laying hose, and performing fire combat, containment, and extinguishment tasks.
  • Performs and supervises emergency aid activities, including administering emergency medical services and providing other assistance as required.
  • Assists with the delivery and management of the Fire/EMS/HazMat training programs. Coordinates and performs training at assigned stations.
  • Develops and presents classroom training sessions in both Fire and EMS-related topics.
  • Coordinates and performs Fire and EMS-related training drills in order to reinforce classroom-learned skills.
  • Assists with the coordination and training of new recruit training academy.
  • Conduct CPR and First Aid instruction and re-certification classes.
  • Participates in fire drills, and attends classes in firefighting, emergency medical hazardous materials, and related subjects. Instruct classes in assigned subject areas.
  • Responsible for the oversight of recruits with mentor and firefighter QAB program.
  • Operates radio and other communication equipment.
  • Supervises and performs general maintenance work in the upkeep of fire facilities and equipment; cleans and washes walls and floors, cares for grounds around station; makes minor repairs; washes, hangs, and dries hose; washes, cleans, polishes, maintains, and tests apparatus and equipment.
  • Assists in preparing a variety of reports and records regarding the Department's activities.
  • Composes performance evaluations and conducts disciplinary actions on assigned personnel.
  • Assists in developing plans for special assignments such as emergency preparedness, communications, training programs, firefighting, hazardous materials, and EMS activities.
  • Assists in reviewing, evaluating, developing, and implementing programs, policies, and procedures for various departmental operations.
  • Participates in the inspection of buildings, hydrants, and other structures in fire prevention programs.
  • Presents programs to the community of safety, medical, and fire prevention topics.
