About The Position

This position plays a vital role in DEQ agency ensuring sound financial management and strategic alignment of financial decisions. Work involves a diverse range of responsibilities to include policy review and agreements with grant sub recipients by maintaining and understanding of business objectives and can be involved in developing agreement management procedures and training. Conducting in-depth analyses of existing policies and regulations to ensure compliance and effectiveness from a financial perspective. Analyzing legislation and its impact on financial operations. Formulating financial policies and procedures, policies to address evolving business needs, regulatory changes and industry best practices. Responsible for drafting, reviewing and ensuring the compliance of various types of grant agreements collaborating with internal teams and providing advice to management on legal matters. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • A combination of experience, education or training in business administration or related field.
  • Demonstrated ability to interpret and implement complex regulations, procedures and/or compliance standards, and experience working in a complex regulatory environment.
  • Experience in grant and contract administration.

Nice To Haves

  • Experience with federally funded research programs, experience with EPA is a plus.

  • Collaborating with various departments, such as Policy OAG and program and project management to ensure effective policy implementation and financial compliance.
  • Communicating financial policies and their implications to stakeholders at different levels.
  • Providing training and guidance to staff on financial policies and best practices.
  • Working with external stakeholders, such as regulatory bodies and auditors, on compliance and reporting.
