About The Position

The Pennsylvania State University Office of Budget and Finance invites applications for the position of Financial Planning Analyst to support financial operations of Eberly College of Science. The Financial Planning Analyst supports the unit and Strategic Finance Partner in providing oversight of budget and fiscal matters. Responsibilities include advising department(s)/unit(s) on budget management, financial controls, and policy and procedure; providing and/or coordinating training for employees working with unit budgets; establishing, documenting, and implementing processes, procedures, systems, and standards for the efficient operation of the office and across the business areas. This position offers a flexible work arrangement that combines remote and on-campus work. The successful candidate will demonstrate strong analytical, organizational, and communication skills, and the ability to work effectively in a collaborative, deadline-driven environment.

Responsibilities

  • Assist the Strategic Partner and budget administrators in preparing multi-year budgets and financial plans.
  • Monitor financial performance against budgets and forecasts, identifying areas of concern or opportunity.
  • Maintain detailed and documented records supporting financial forecasts and rate calculations.
  • Process allocations to departments and administrative units, including carryforward balances and other annual commitments.
  • Review and audit accounts to ensure expenditures align with funding source requirements and University guidelines.
  • Assist with the year-end financial closeout process, ensuring accuracy, completeness, and compliance with University timelines and requirements.
  • Liaise with financial hubs, research offices, and other stakeholders within the unit to provide guidance, resolve issues, and ensure consistent financial practices.
  • Respond to inquiries from budget assistants and administrators regarding budget status, spending, and account structure.
  • Analyze and interpret financial reports to explain variances between budget and actual results; evaluate trends in revenues, expenditures, enrollments, and funding sources; ensure appropriate spending and billing practices.
  • May manage workforce planning and labor distribution processes for assigned business areas, as applicable.
  • Support compliance with University policies, external regulations, and audit requirements; coordinate audit activities as needed.
