For more information, visit www.worldbank.org. About MENAAP Institutions Practice: The Institutions Practice is dedicated to strengthening governance and institutional capacity in the MENAAP region. We work closely with governments, civil society, and other stakeholders to promote effective, accountable, and inclusive institutions that can drive development and improve public service delivery. The Financial Management Analyst (FMA) will support the financial management (FM) functions across the MENAAP-Governance unit. The FMA will work under the guidance and supervision of the Lead FM Specialist, contributing to regional fiduciary oversight, compliance with corporate financial standards, and effective reporting. The role involves analytical review, system management, and collaboration with various teams to ensure robust financial management practices and the resolution of exceptions flagged in unit dashboards. The FMA will be based in Washington, D.C. and will report to the Practice Manager. The FM duties include: • Assist the Lead FMS responsible for regional oversight to monitor and identify FM exceptions flagged in unit dashboards. • Participate in designing, developing, and managing the MEENAP dashboard. • Serve as the champion of the FM system in MEENAP, helping prevent, address, and eliminate exceptions in the system. • Provide training sessions on the FM system for new users and when new system functions/utilities are introduced. • Coordinate and work closely with OPCS and IT on system issues and glitches raised by FM staff. • Liaise with concerned FM staff on various FM-related exceptions to ensure proactive monitoring and timely resolution. The FMA will also perform the following duties to enhance and strengthen the financial management portfolio monitoring and reporting across the MEENAP region. • Review FM performance indicators across MEENAP projects and validate accuracy of FM ratings and action items in corporate FM systems. • Consolidate FM information from MEENAP country teams to support regional FM portfolio analytics and periodic reporting. • Track FM action plans in MEENAP operations and follow up on delayed or overdue actions requiring escalation. • Maintain a regional log of FM exceptions, recurring issues, and resolutions to support trend analysis and knowledge sharing. • Ensure alignment and integrity of MEENAP FM data across Client Connection, CMS, FMIS, and regional dashboards. • Monitor FM deliverables, including audit submissions, IFR timelines, and FM covenant compliance across the MEENAP portfolio.

Requirements

  • Experienced financial management professional with proven capability in maintaining and interpreting financial performance dashboards.
  • Master’s degree in accounting, business, finance, economics or related field and at least five years of relevant professional experience
  • Knowledge of the World Bank financial management systems and experience with oversight and executing financial and reporting systems is necessary
  • Knowledge of Power BI and the latest digital tools and platforms used by the World Bank are necessary.
  • Good understanding of Bank’s control environment and risk management is necessary.
  • Excellent verbal and written communication and presentation skills.
  • Proven capacity to multi-task, deliver results and meet tight deadlines.
  • Committed to work in a team-oriented and multi-cultural environment. Ability to deal sensitively in multi-cultural environments and work effectively as a team member.

Nice To Haves

  • Experience of working in the FCV environments and knowledge of the MENAAP region would be a distinct advantage
