Requirements

  • Must be a U.S Citizen or National
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Registered for Selective Service (males born after 12-31-1959)
  • Suitable for Federal employment
  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

  • Obtain/Maintain Financial Management Certification

  • Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.

  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • To be hired at the GS-7 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-07 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience at the GS-07 level is defined as: Applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.
  • To be hired at the GS-9 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 if applying at the GS-09 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience at the GS-09 level is defined as: Applying financial laws, regulations, policies and procedures. Performs random reviews of disbursements for assigned programs such as Military Pay, Civilian Pay, Travel Pay, retired & Annuitant Pay, and Commercial Pay. Organizes, collects, analyzes and presents a variety of data, information, and statistics related to financial programs and projects based on reviews of assigned program accounts.
  • Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service.
  • You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Responsibilities

  • Performs random reviews of disbursements for both the Travel Pay and Civilian pay programs, reviewing cases for a variety of potential monetary and non-monetary improper payments.
  • Organizes, collects, and analyzes a variety of data, information, and statistics related to financial programs and projects based on reviews of Travel and Civilian Pay program accounts.
  • Researches and identifies problems, determines corrective actions as needed and recommends changes to procedures and practices.
  • Prepares and submits reports describing problems that are recurring or causing significant delays, or costs, the corrective action to be taken, and the need for additional resources to higher management.
  • Provides findings to office management and keeps them informed of inconsistencies in work processes of assigned programs, and discusses, explains, and presents analytical findings and data in support of recommendations.
  • Analyzes and evaluates financial management systems, public laws, governing policies, guidelines, rules, regulations, and precedents.
  • The duties, described above, represent the major duties performed at the GS-9 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
