About The Position

Requirements

  • A High School Diploma or equivalent
  • Nine (9) years of professional, full-time-equivalent experience in Accounting, Finance, Economics, Business or related field.
  • Education may substitute for experience on a year-for-year basis.
  • Knowledge of accounting principles, practices, and procedures.
  • Knowledge of the methods of data collection.
  • Knowledge of financial planning principles.
  • Knowledge of the principles and practices of supervision and management.
  • Knowledge of the principles of budget preparation and administration.
  • Ability to manage, plan, organize, coordinate, and evaluate an accounting and fiscal program.

Responsibilities

  • Supervises the Budget Specialists and Budget Analyst, responsible for assigned duties in Resource Management office of the Construction & Facility Management Office (CFMO) including monitoring usage and establishment of reimbursable expenses incurred in operations and maintenance of facilities and environmental, as well as, coordinates and provides statistical data to update the department’s Legislative Liaison Officers of present and projected legislative budget actions.
  • Develop budget estimates for the Construction & Facility Management Office (CFMO) to include major/minor construction, operations and maintenance, pay and allowance, travel/per diem, supplies and equipment and other operating funds.
  • Establish and maintain files of purchase requests, commitment and obligation documents, minor construction documents, salaries for 100% federally reimbursable state employees. Processes Cooperative Agreement Modifications between USPFO & SQM for the Facilities Programs Cooperative Agreement and Environmental Cooperative Agreement. Reviews and processes SF270’s for accuracy before sending to USPFO for reimbursement to the State.
  • Receives state and federal budget authorizations and allotment documents and ledgers from the United States Property & Fiscal Office (USPFO) and State Quartermaster (SQM). Establish and maintain controls of all funding documentation in order to accomplish an audit trail on obligations, expenditures, and reimbursements. Maintains these documents and ledgers under separate file/binder.
  • Maintain accountability of Sustainment, Restoration & Modernization & Major Construction funding to ensure funding is within threshold as well as tracking funding for individual projects so that funding is not overspent.
  • Accomplish review and analysis of funds in various accounts and cost centers and brief the Construction & Facility Management Officer of funds availability.
  • Establish and maintain controls of all funding documentation in order to accomplish an audit trail on obligations, expenditures, and reimbursements.
  • Manage and prepares the Facilities Program Agreement and budget submittals to NGB.
  • Assist with Management, Planning, and Preparation of the Environmental Budget to ensure accuracy in submissions to NGB.
  • Coordinates and provides statistical data to update the department’s Legislative Liaison Officers of present and projected legislative budget actions.
