Job Description Job Summary The Technology Portfolio Manager is responsible for the strategic oversight, financial stewardship, and successful delivery of technology initiatives across the enterprise. This role ensures projects are completed on time, within budget, and to quality standards, while aligning with business objectives and compliance requirements. The manager leads cross-functional teams, drives executive-level communications, and fosters a culture of collaboration, accountability, and continuous improvement.

Requirements

  • Typically requires Bachelor’s degree with five to eight or more years of relevant experience
  • Experience Should Include 7–10+ years in technology portfolio/program management, leading multi-team initiatives with significant budget responsibility.
  • Mastery of financial planning & analysis for technology portfolios (annual plan, CapEx/Opex, forecasting, variance resolution).
  • Success delivering complex initiatives with formal governance, risk management, and cross-functional coordination.
  • Advanced proficiency in Microsoft 365 and portfolio management tooling.
  • Exceptional written and verbal communication skills, with a track record of producing executive-ready materials.
  • This position is not eligible for visa sponsorship.
  • This role requires working from a U.S. Bank location three (3) or more days per week.

Responsibilities

  • Financial Management Lead annual planning and CapEx/Opex budgeting for technology portfolios, ensuring accurate sequencing, resource allocation, and financial tracking.
  • Oversee monthly forecasting, variance analysis, and corrective actions to ensure delivery within approved budgets.
  • Manage vendor financials (SOWs, invoicing) and ensure compliance with financial controls and business case standards.
  • Project & Program Delivery Establish governance routines and delivery plans, leveraging portfolio management tools and value measurement frameworks (e.g., OKRs, KPIs).
  • Coordinate risk, compliance, and legal reviews as part of the release and approval lifecycle.
  • Drive transparent status reporting and portfolio reviews, providing early visibility into risks, dependencies, and opportunities.
  • Executive-Level Communications Prepare concise, outcome-focused updates and executive summaries for leadership, synthesizing delivery progress, risk posture, and financial health.
  • Tailor communications for portfolio reviews and strategic investment forums, ensuring clarity and actionable insights.
  • Microsoft Tool Sets & Reporting Expertly use Microsoft 365 tools: Excel (advanced modeling, PowerQuery/PowerPivot) Power BI (portfolio dashboards) PowerPoint (executive decks) Project/Planner (delivery schedules) Visio (process mapping) SharePoint/OneDrive (artifact management) Teams/OneNote (collaboration and meeting notes)
  • Operate portfolio management systems to maintain accurate status and resource alignment. (Clarity)
  • Collaboration & Relationship Building Build strong relationships across product, engineering, business, finance, and vendor teams.
  • Promote a “one team” culture through regular stakeholder engagement and clear operating rhythms.
  • Leadership & Mentoring Provide leadership and mentoring to portfolio managers and scrum teams, emphasizing delivery discipline, value measurement, and financial stewardship.
  • Develop repeatable playbooks and elevate team performance through coaching and accountability.
