About The Position

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education. The primary purpose of this position is to administer transportation allotment funds for public school units (PSUs) across North Carolina. The position provides financial leadership, oversight, and technical guidance to ensure State transportation funds are allocated accurately, equitably, and in accordance with State law, State Board of Education policy, and departmental procedures. The primary purpose of the Transportation Services section is to provide leadership, technical assistance, service, and support to the Department of Public Instruction and Public School Units (PSUs) in all areas of pupil transportation. Objectives of the section include the following: (1) to provide a sufficient, safe and reliable system of transportation for eligible pupils in North Carolina’s public schools; (2) to ensure that a durable, safe, well-maintained fleet of school buses is available for this purpose; (3) to assure an equitable distribution of State funds among PSUs which will promote safety, quality, and extent of service as required by State law and State Board Policy; (4) to provide information systems and technical assistance to help PSUs provide transportation service as efficiently as possible without compromising the quality of service; and, (5) to provide for PSU fiscal responsibility, decision-making authority and accountability.

Requirements

  • Produce spreadsheets to analyze information, identify areas for more detailed review, and produce reports.
  • Communicate effectively with a varied customer base in both written and verbal forms to present findings, discuss reports, resolve discrepancies, or relay information.
  • Problem-solving as it relates to identifying issues, developing solutions to prevent future issues, and producing documentation and procedures to support those solutions.
  • Knowledge of contracts and government contracting processes as well as state financial systems.
  • A Bachelor's degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and two years of related experience; or an equivalent combination of education and experience.

Responsibilities

  • Projecting, developing, analyzing, and monitoring budgets and allotments.
  • Collecting, reviewing, and validating PSU financial and operational data.
  • Advising PSU finance and transportation personnel.
  • Supporting the annual development and administration of the statewide transportation funding formula allotments from the State Public School Fund.
  • Develops and monitors internal budgets and is responsible for expenditure and revenue tracking from various sources.
