About The Position

We are pleased to announce that the Finance division within the State Court Administrator’s Office is looking for an experienced Financial Analyst II. This is advanced, professional, and senior-level financial analysis work and financial program management involving complex and specialized financial analysis, budgeting, and program review to support various State Court Administration Finance Division work groups and initiatives.

Requirements

  • Possession of a bachelor’s degree from an accredited college or university in accounting or related field and thorough experience in public sector finance supplemented by advanced course work in finance, public administration or a master’s degree in public administration, court administration, or finance preferred
  • Thorough knowledge of public sector budget process.
  • Thorough knowledge of principals of public sector financial analysis.
  • Thorough knowledge of generally accepted accounting principles and practices sufficient to apply them to specialized accounting activities.
  • Thorough knowledge of budget terminology.
  • Thorough knowledge of statewide accounting (or comparable) system sufficient to compile, analyze, and interpret fiscal information for use by management.
  • Thorough knowledge of federal grants procedures and policies sufficient to assist in the development, reporting and renewal of department funding grants.
  • Ability to analyze and interpret federal and/or state laws and department policies.
  • Ability to interpret and analyze fiscal reports and records.

Nice To Haves

  • Desired skills include proficiency in MS Excel, PowerBI, Microsoft Access, PowerPoint, and ERP systems (PeopleSoft, Oracle)
  • Strong communication abilities and the ability to translate financial information into materials non-financial employees can understand

Responsibilities

  • Provide specialized financial analytical support and complex reports for a variety of stakeholders.
  • Provide management with financial data and analysis, budgetary analysis and forecasting so sound financial management decisions are made.
  • Establish and maintain effective working relationships with MJB managers, executive branch agency personnel, and contracted vendors.
  • Lead the analysis of financial and budgetary practices, policies, and procedures, and make recommendations to the Director of Finance. Work with Internal Audit to ensure compliance with audit findings and recommendations. Develop process improvements and reporting for compliance procedures.
  • Facilitate the development of the annual statewide spending plan and biennial budget process by analyzing data, exercising control of expenditures and receipts, and identifying problem areas. Calculate cost for budget requests and compile annual and biennial budget information.
  • Create and monitor monthly, quarterly, and annual financial reports and provide consultation, direction, and assistance to SCAO divisions, Supreme Court, Court of Appeals, and Trial Courts regarding financial management, accounting procedures, and budgeting.
