About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The primary purpose of this position is to perform financial analyses to ensure data integrity. Consultation on recordkeeping and proper accounting for costs is furnished to others in the Office of the Controller (OoC) as well as outside parties. Special projects are worked on as required. The position is tasked with creating and updating decision support reports used by the Office of the Controller. This will require considerable contact with the various users and owners of the reports in the OoC. Annual reviews of usage and specifications will be needed to maintain functional use. Analysis of County Cost Allocation Plans as well as Indirect Cost Rate Proposals will also be required. This includes coordinating the collection effort by emailing and calling county contacts as necessary. Once received the analyst is responsible for reviewing the plans in order to validate appropriate cost allocation methods, reasonableness of allocations and identify potential problems. About DHHS Office of the Controller: The Office of the Controller sets and interprets all accounting and financial reporting policies and procedures for the Department as authorized by the rules and regulations of the Office of the State Controller and state statutes and executes all accounting transactions for DHHS.

Requirements

  • Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.
  • Bachelor’s degree in accounting, banking, finance, business administration, economics, or a related discipline from an accredited institution OR An equivalent combination of education and experience.

Nice To Haves

  • Knowledge of accounting theories, principles and grant accounting.
  • Strong analytical skills and excellent communication skills are required.
  • Extensive knowledge of Excel and Word is required.
  • NCFS experience preferred.
