Position Summary: ANSER is seeking a Financial Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). In this key role you will support the IBP's mission to provide detailed analyses and in-depth understanding of the increasingly global, commercial, and financially complex industrial supply chain essential to our national defense. In this role you will play acritical role in managing day-to-day financial operations of the Program and performs complex analytical and administrative duties to support execution, financial analysis, and reporting.

Requirements

  • Active SECRET security clearance.
  • Bachelor's degree or 10+ years in financial management
  • 5+ years of experience with the following:
  • DoD financial system(s) and processes
  • Initiating/processing Military Interdepartmental Purchase Requests (MIPRs)
  • Unliquidated obligation (ULO) research
  • Research, Development, Test and Evaluation (RDT&E) 2-year appropriation accounts
  • 2+ years of experience with 7600a/7600b Support Agreements
  • Proficiency with Microsoft Office suite; advanced Excel skills (complex formulas, pivot tables)

  • Experience in using budget/resource analytic tools, techniques, and processes
  • Experience in supporting audits
  • Experience with G-Invoicing, Defense Agencies Initiative (DAI), Advana
  • Strong organizational and problem-solving skills
  • Ability to interpret and analyze financial data

Responsibilities

  • Prepare/Initiate budget execution documentation including Purchase Requests (PRs) and Military Inter-departmental Purchase Requests (MIPRs)
  • Manage and monitor program budget execution and perform daily analysis of commitments, obligations, and expenditures
  • Assist in the preparation of spend plans and expenditure plans
  • Assist in the Dormant Account Quarterly Reviews (DARQ)
  • Prepare financial information for briefings, presentations, and status reports
  • Develop and maintain financial and budget spreadsheets for analysis and reporting across entire program
  • Lead financial meetings to discuss execution data and status of funds
  • Perform reconciliations of assigned funds and projects
  • Apply concepts of budget, program principles, policies, procedures, standards, terminology, and knowledge of the financial management and business operation systems of the organization, and knowledge of the DoD Financial Management Regulation
  • Support the full range of DOD’s complex Planning, Programming, Budget, and Execution (PPBE) System to justify/defend/protect/execute resources within the program’s financial portfolio
  • Provide funding, forecasting, programming, budget information, comparison of budget plan to execution status, and funds reconciliation, using the required Financial Management tools and systems, and provide frequent status reports/graphs, including obligation/expenditures execution rates, for senior leadership review
  • Contribute to the development of program and budget submissions (i.e., Midyear Reviews, Issue Papers, and Research, Development, Test and Evaluation Documents (R-DOCs) and Research and Development Descriptive Summaries (R-2s) and Program Office Memorandum (POMs) inputs)
  • Prepare client’s program responses to multiple unannounced financial taskers from Comptroller and other financial chain of command organizations
