About The Position

MDW is seeking Future Hire candidates to provide Financial Analyst support to our Assistant Secretary of the Navy for Research, Development & Acquisition (ASN/RD&A) client. The Financial Analyst must be capable of applying extensive professional knowledge, skills, training, and experience to support the ASN(RD&A) organization. This position will provide financial management support across the ASN(RD&A) enterprise. This position is located onsite at the Pentagon, Arlington, VA. The Financial Analyst will support the Deputy Assistant Secretary of the Navy for Acquisition, Policy, and Budget [DASN (APB)] to provide Programming, Planning, Budgeting, and Execution (PPBE) support across all domains within ASN(RD&A). The Financial Analyst may perform a combination of some or all of the following duties: Develop optimized data management and transformation tools to execute more efficient financial management support across ASN(RD&A). Provide support in the preparation, review, and analysis of program execution documentation for Government approval. Provide budget execution support in the preparation of various funding documents, as provided by the Government, using approved financial management systems. Interface and coordinate funding requirements and documents between funding recipients and ASN(RD&A) for Government approval. Draft supporting documentation for various financial reviews and analyze, prepare, and distribute weekly reports that compare execution plans with actual expenditures. Provide financial feedback to the Government execution manager on financial issues for approval. Analyze obligations and expenditures to ensure financial benchmarks are met. Prepare the appropriate documentation to ensure the accuracy of expenditure data with financial systems. Review and prepare variance and discrepancy reports. Provide budget programmatic support in the development, review, and analysis of the execution year and out-year planning for acquisition programs. Provide recommendations to justify and defend the budget during the required budget submission process. Conduct financial analysis and financial risk analysis, identifying and evaluating financial risks. Ability to forecast out five years and recommend management techniques to mitigate risk exposure.

Requirements

  • Analyzing financial information in DoD program planning documents and processes.
  • Conducting financial analysis and financial risk analysis, identifying and evaluating financial risks.
  • Ability to forecast out five years and recommend management techniques to mitigate risk exposure.
  • General knowledge of funding documents and automated data processing software programs and capabilities used to accomplish budget and funding tasks.
  • Experience providing recommendations by doing independent research on historical financial information.
  • Must be proficient in Microsoft Word, Excel, and PowerPoint.
  • Bachelor's degree in a business or management discipline, such as Business Administration, Accounting, or Finance.
  • Minimum of 5 years' experience in business or finance support of DoD programs and working knowledge of the PPBE process.
  • Candidates for this position must be eligible to obtain a US DoD Secret Clearance (required U.S. citizenship)

Nice To Haves

  • Experience working in an Echelon 1 organization (the highest organizational levels within the U.S. Navy) and working with Senior Executive Service Civilians, and Flag Officers/General Officers is highly recommended.
