About The Position

Keystone Advisors is looking for a Financial Analyst III to join our team in support of the Department of the Navy (U.S. Navy) COMNAVSURFPAC Financial Analysis and Audit Remediation Support Team at Naval Base Coronado, San Diego, CA. Keystone is a Certified Public Accounting (CPA) Firm with a proven 17-year track record of delivering a wide range Accounting and Advisory Services in the areas of Management, Organizational and Business Improvement Support, Financial Analysis, Audit Readiness, Budget Execution and Reporting Support, and internal control support to both government and commercial clients. The Financial Analyst III supports financial operations, data analysis, reporting, and business process improvement activities at COMNAVSURFPAC. This role focuses on leveraging analytical tools and Navy financial systems to enhance efficiency, reduce waste, and produce customized financial reports and templates for the CNSP Comptroller Finance staff. Must have an Active Secret Security Clearance

Requirements

  • Active Secret Security Clearance
  • Creating customized reports and templates using Microsoft Power BI, Access Database, and Excel
  • Proficiency in Navy financial and supply systems
  • Leading BPI efforts to enhance efficiency and reduce waste
  • Ability to coordinate and manage analytical projects with minimal supervision
  • Effective collaboration with Accounting Analysts and the Senior Financial Analyst
  • Bachelor's degree in Accounting, Finance, or Business; OR minimum five (5) years of recent financial/audit experience in lieu of degree.
  • Minimum five (5) years of recent financial management/audit experience ("recent" = acquired within the last two years).
  • Recent experience in BPI initiatives to standardize financial management processes in preparation for independent audits
  • Recent experience developing and implementing ICR testing programs
  • Recent experience supporting IRM and Comptroller objectives.

Nice To Haves

  • Experience with USPACFLT/IRM Statement of Assurances (SOAs).
  • Familiarity with GCPC and BEV Key Supporting Document (KSD) requirements.
  • Experience supporting CRAV or similar government audit and compliance inspections.

Responsibilities

  • Supporting financial operations through in-depth data analysis
  • Leading Business Process Improvement (BPI) initiatives using Lean, Six Sigma, and the Navy's "Get Real Get Better" (GRGB) methodology
  • Presenting data analysis findings to government stakeholders
  • Developing and maintaining customized financial reports and templates
  • Documenting process improvements and operational procedures
