About The Position

Financial Analyst II position performs work for the Vendor Drug Program (VDP) under the supervisor of a Director of Pharmacy Rebates & Business Analysis (PRBA). Performs complex financial analysis related to drug manufacturer rebates, budget processes, forecasting revenue, and conducts complex data analysis to determine and evaluate payment rates and financial data. Duties include but not limited to compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial issues. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position is required to work in the office building per scheduled days and subject to established policies. The selected candidate should be in the Austin area to meet the “in office” work requirement.

Requirements

  • Knowledge of Medicaid programs, budget process, drug manufacturer rebate programs and policies, or audit processes.
  • Knowledge of statistical analysis processes and research techniques.
  • Skill in using analytical tools (e.g., MS Excel, MS Access, statistical software), ability to learn ad hoc query software/tools, and exposure to datasets and database structure to organize data for advanced analysis and data modeling.
  • Skill in analyzing and evaluating complex program, policy, and budget issues and translating easily into understandable and concise documents and oral presentations for workable solutions.
  • Skill in analyzing federal and state legislation.
  • Ability to work independently with limited supervision.
  • Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field preferred. Experience and education maybe substituted for one another on a year-by-year basis.
  • Experience performing financial analysis for a large program, agency, or /corporation.
  • Experience in analyzing and evaluating complex programs, policy, or budget issues.

Nice To Haves

  • Preferred knowledge of pharmacy law and regulations.
  • Prefer knowledge of drug manufacturer rebate programs and policies and relevant to rebate analysis.
  • Prefer knowledge of Medicaid administrative policies, regulations, and laws as they apply to the Vendor Drug program.

Responsibilities

  • Provides highly advanced consultative and technical services such as research, evaluation, and analytical work related to drug manufacturer rebates and budget processes to determine impacts, implementation, financing, and oversight related to drug rebate collections and pharmacy claims administration. Coordinate with internal and external areas in maximizing program income and cost containment initiatives. May assist with procurement related activities including RFP development, participating in vendor conferences, proposal evaluations, negotiations, contract award/implementation and vendor transition and contract closeout.
  • Performing complex monitoring and analysis of vendor’s work and their compliance with state and federal laws, rules, regulations, and guidelines; and presence of adequate documentation.
  • Coordinate with other areas on collection of drug rebates to ensure correct data transmits to the rebate system.
  • Participate in and oversee workgroups and meetings related to program oversight, research, analysis, budget processes, and evaluation functions. Represents the VDP on external projects and workgroups that impact the program. Acts as liaison to other areas within HHSC to ensure communication and coordination regarding Vendor Drug Program issues.
  • Analyze and monitor program requirements, identify opportunities to maximize program income, report performance findings, and coordinate with both internal and external stakeholders to enhance program income and implement cost containment initiatives, including reviewing and analyzing the financial implications of proposed Value Based Agreements.
  • Prepares and approves high quality written documents, including project updates, summaries, legislative reports, budget reports, audit updates, and other documents.
  • Assist in the ongoing monitoring and analysis of the Non-Risk Payment (NRP) program within the VDP. This includes close collaboration with other VDP staff to ensure all NRP processes run on schedule, files include appropriate encounter claims, communication to MCOs conducted as needed, and that all approvals are on time.
  • Provide subject matter expertise with VDP financials and rebate responses for Audits. Helps the VDP correct any associated audit findings by defining causes of error and recommending appropriate dispositions.
  • Analyzes federal and state legislation relating to the Vendor Drug Program. Research technical questions of applicable state laws and regulations as well as federal procedures and guidelines relating to the Rebate Programs and Pharmacy practices.
  • Monitor and manage the VDP Rebate mailbox.
  • Performs other duties as assigned.
