About The Position

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Finance Operations and Process Analyst (Temp/Casual), under general direction, provides recommendations for executive and senior leadership for decision-making. This position will perform reviews of current procedures related to financial, grant and audit functions of the agency. This may include cost analysis and highly advanced data analysis support for the agency in the form of data evaluation, coordination, implementation, and reporting. Work includes but is not limited to gathering, compiling, analyzing, interpreting, reporting data, and identifying patterns, including trend analysis, business intelligence, market potential, and cause/effect analysis. Works under minimal supervision, with moderate latitude for the use of initiative and independent judgment with respect to matters of significance for the division and agency. Hourly rate is fixed and it is non-negotiable. This position is located on-site and not subject to telecommuting. Note: This is a Temporary/Casual position established to accommodate a temporary organizational need. As such, TDEM does not guarantee any set number of hours in this role. Temporary/Casual positions are ineligible for employee benefits and have a finite term that is subject for renewal each fixed term based upon business needs.

Requirements

  • Education – Master’s degree in applicable field or equivalent combination of education and experience.
  • Experience – Ten (10) years of related experience.
  • Proficiency in spreadsheet software and in data modeling.
  • Advanced knowledge of financial analyses and examination procedures for regulated entities, of financial and industry terminology and practices, and of statistical analysis.
  • Advanced knowledge of strategic planning and budgeting processes.
  • Ability to multi-task and work cooperatively with others in a fast-paced and fluid work environment.
  • Ability to communicate clearly and effectively with different audiences.
  • Ability to prioritize and manage multiple projects with competing deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.
  • Working knowledge of, or the ability to rapidly assimilate information related to TAMUS., state, and federal regulations, legislation, guidelines, policies and procedures.
  • Strong organizational skills.
  • Must be flexible, and able to prioritize in a multi-demand and constantly changing environment.
  • Demonstrated ability to meet multiple and sometimes conflicting deadlines.
  • Ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
  • Ability to examine data/information, discern variations/similarities, and be able to identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, solve problems and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
  • Proficient in operating personal computers (e.g. Microsoft Office Suite, e.g. Word, Excel, Access, PowerPoint) and creating complex spreadsheets, word processing and database software systems.
  • Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
  • Ability to communicate with tact and diplomacy.
  • Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.

Responsibilities

  • Coordinates and leads special projects, compiles information for analysis and for management reporting.
  • Researches and prepares materials, briefings, presentations and/or proposal for key internal and external audiences.
  • Partners with division leadership on process improvement initiatives.
  • Provides analytical and specialized administrative support to assist Executive Management with complex details and analysis as needed.
  • Identifies business-related needs and problems and proposes solutions.
  • Identifies potential risks within financial operations.
  • Identifies areas where potential risk can be mitigated and options for mitigating the risks. This can include stronger internal controls, automation and restructuring of process owners.
  • Develops and reviews administrative policies, procedures, standards, and methods, as determined.
  • Manages and collaborates with senior leadership regarding financial projections and analysis of historical budgetary trends.
  • Assimilates income, expenses, and financial projection data to provide division leadership with daily, weekly, monthly, and quarterly reports that enable meaningful decision making.
  • Researches industry, workforce, employment trends, and best practices to assist divisions with business decisions.
  • Conducts needs assessment, business intelligence, and market research analysis for the Agency.
  • Coordinates analysis of the agency’s programs to determine their effect on the financial management of the agency’s resources.
  • Analyzes and interprets data, both quantitative and qualitative analysis, using accepted statistical methods and qualitative research methods.
  • Prepares cost analyses for management review and decision-making.
  • Works with agency divisions on the preparation, maintenance and presentation of historical and comparative data.
  • Develops required documentation and compiles data into usable reports and prepares ad-hoc reports and query analyses in desired formats.
  • Ensures required data and information is reported to appropriate stakeholders in a timely manner.
  • Assists in the enhancements and maintenance of existing systems to ensure methods, processes, or systems are efficient and evolve with the business needs of the agency; assists with the implementation of new processes and systems.
  • Manages special projects as directed.
  • Provides administrative and technical assistance as needed.
  • Reviews and evaluates administrative policies, procedures, standards, and methods.
  • Ability to travel (20%).
  • Performs related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during assigned work schedule and work extended hours when needed.
