About The Position

Under the direction of the Chief Financial Officer, the Finance Manager is responsible for managing and overseeing the Tribe’s treasury and financial planning and analysis functions. This role supports sound financial stewardship through budgeting, forecasting, cash and investment management, data analysis, and financial reporting, while ensuring compliance with Tribal, governmental, and other applicable laws and standards. The Finance Manager plays a key role in translating complex financial data into clear, actionable insights to support decision-making across the organization.

Requirements

  • Proficiency in accounting systems and financial software, as well as advanced use of spreadsheets, word processing, databases, and data visualization tools to analyze and present financial information

  • Bachelor’s degree in accounting, finance, economics, business administration, or a related field required, with a minimum of five years of progressively responsible experience in accounting or finance
  • Experience using Microsoft Office and data analysis or visualization tools to analyze, forecast, summarize, and present financial information required
  • Experience working with accounting software systems required; experience with MIP Fund Accounting preferred
  • Current and valid Oregon driver’s license, or ability to obtain, with no insurability restrictions from the Tribe’s insurance carrier

Nice To Haves

  • Professional credentials such as CFA, CMA, CPA, or similar preferred
  • Experience with tribal government and healthcare finance preferred
  • Extensive knowledge of governmental fund accounting and familiarity with GASB and FASB standards preferred

Responsibilities

  • Prepare, monitor, and maintain the Tribe’s budgets and financial plans in accordance with Tribal law and other applicable regulations
  • Review contracts and agreements to evaluate financial impacts, budget alignment, insurance considerations, and compliance with Tribal requirements
  • Partner with Tribal departments and entities on financial and budgetary matters, including strategic planning, pro forma development, and ad hoc financial analysis
  • Develop and maintain financial models, forecasts, and reporting tools to support planning and decision-making and communicate the Tribe’s financial position to diverse audiences
  • Establish, document, and maintain internal controls and review procedures to ensure accuracy and integrity of budgets, forecasts, models, reports, and all cash, debt, investment, and lease activity
  • Manage relationships with banks, lenders, auditors, consultants, service providers, brokers, insurance carriers, government agencies, and other financial partners
  • Coordinate and support the Tribe’s annual audit process
  • Supervise staff and contractors, assign and review work, support cross-training within the department, and provide backup coverage and troubleshooting as needed
  • Identify and participate in relevant training and professional development to maintain and enhance job-related knowledge and skills
  • Perform other duties and responsibilities as assigned by the CFO
