About The Position

Located within the Division of Public Health, the Unit Administrator is responsible for the direction of the Public Health Finance and Program Integrity Unit as well as overall division responsibilities. This Unit provides consultation and technical assistance to DHHS staff, contractors, and subrecipients on all aspects of grants and cooperative agreements management, including a specific focus on interpretation and provision of guidance on federal OMB Uniform Guidance, specifically 2 CFR 200, 45 CFR 75, and guidance on grant-specific uses and restrictions. Additionally, positions under supervision will be responsible for cross-cutting grant activity integrity under the Rural Health Transformation Program (RHTP).

Requirements

  • Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master’s degree in any of the above mentioned fields and two years commensurate experience.
  • Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.
  • Personnel Management experience
  • Knowledge of the grants management cycle: design, monitoring and evaluation
  • Experience and comfort navigating electronic record systems for document management and accounting
  • Strong analytical and writing skills
  • The ability to identify and analyze organizational and operational problems and develop and implement timely and economical solutions
  • Formulate policies to meet identified needs, goals or objectives
  • Respond to changes in direction, priorities and agency values; perform high level analysis
  • Strong interpersonal communication skills
  • Proficiency in Microsoft Excel, including mastery of pivot tables and lookup functions

Responsibilities

  • Direct activities of federal aid administrators under its supervision, including the prioritization, assignment, and performance of desk review and on-site monitoring of DHHS subrecipients.
  • Develop and ensure subrecipient and DHHS program compliance with corrective action plans (CAPs).
  • Establish guidance, tools, and resources to elevate the quality of monitoring activities.
  • Establish and monitor operating procedures, objectives, goals and priorities necessary to ensure programs meet overall mission of agency and associated programs.
  • The Unit Administrator will report to the Public Health Deputy Director of Finance and Operations.
