The Administrator will oversee implementation of Nebraska’s Rural Health Transformation (RHT) Program within the Division of Public Health, located in Lincoln, NE. The RHT Program is a transformative, once-in-a generation opportunity that will modernize rural health care in Nebraska and make it more sustainable. Within Nebraska’s planned RHT Program, there are seven initiatives addressing priority areas such as sustainable access, workforce development, and innovative care – all part of helping Nebraskans live better lives. The RHT Program Administrator will play an integral role in implementing Nebraska’s Rural Health Transformation (RHT) Program grant. The RHT Implementation Lead will work across divisions and programs within DHHS to ensure that projects are being implemented according to plan, to help reduce barriers, and report on implementation progress. This position will act as a liaison between program staff and other internal partners to ensure standardized workflows, consistent communication, and expedited progress. Additional duties will include organizing and presenting project manager status updates for leadership, escalating sticking points, and ensuring reporting of all measures is complete by all initiative points of contact. Initiatives within the RHT Program will have very different approaches, goals, and stakeholders, and the top candidate must have detailed knowledge for decision-making. Adequate oversight is essential to ensuring that Nebraskans receive the services they need, and that funds are spent efficiently and appropriately. This position is critical to ensuring efficient operation, accountability of staff and activities, compliance with state and federal requirements, and alignment with DHHS goals and objectives. Additional duties for this position: Provide general direction for and coordinate multiple sub-initiatives that provide a wide range of public health services. Assure accountability for these grant funds through proper grant management practices, subrecipient monitoring, cooperation with the state auditor’s office, and compliance with state and federal requirements. Provide direct supervision of staff, including communicating expectations, monitoring performance, providing feedback and guidance, and planning for professional development. Also includes application of personnel related rules, regulations, policies, and contract provisions related to recruitment, hiring, promotion, discipline, etc. Perform or oversee the performance of administrative activities, assuring that agency policies are followed, and accountability maintained. Confer with the RHTP Project Director and Finance Officer regarding strategic planning, operational, policy, and administrative issues. Participate in agency decisions impacting RHT Program activities. Participate in or lead Agency/Division discussions including agreement execution, data collection and reporting, and financial management.
