About The Position

This position performs a variety of complex duties relative to the administration and compliance of Federal Grants Program; promotes program opportunities and services to the public and work with City partners; and performs related professional, administrative and supervisory work as required to accomplish departmental goals. The incumbent works within a general outline of work to be performed and develops work methods and sequences under general supervision. The work is considered sedentary and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: hearing, mental acuity, speaking, talking, visual acuity, walking. Work environment involves exposure to no known environmental hazards; and involves decisions that could lead to major community or organizational consequences.

Requirements

  • Bachelor's degree in accounting, public administration, finance or closely related field;
  • Three (3) years of relevant prior experience;
  • Valid South Carolina Class "D" Driver's License;
  • Experience in federal and State of South Carolina grants preferred.
  • Proficiency in grants management software or related financial systems
  • Experience in federal and state grant compliance and reporting.
  • Familiarity with disaster recovery funding, infrastructure grant programs, and associated financial management practices.

Responsibilities

  • Performs a variety of complex duties relative to the administration and compliance of Federal Grants Programs and General Fund Programs; federal and State of South Carolina programs include but not limited to FEMA, DOJ, ARPA, DOT
  • Promotes program opportunities and services to the public and work with City partners;
  • Prepares financial transactions; balances and reconciles general ledger accounts; prepares reviews and adjusts journal entries;
  • Funds and set-up activities in various grant reporting portals;
  • Prepares and administers assigned budgets; monitors expenditures and prepares related reports;
  • Prepares analyses of payroll expenses and process reimbursements;
  • Processes invoices, MOUs, contracts and other expenses for check disbursements as directed;
  • Prepares paperwork needed for wire transmittals;
  • Prepares budget transfers;
  • Assists in the administration of department loan pools; update and track program income loan balances; deposits loan payments, payoffs and other revenue;
  • Prepares expense reports and creates spreadsheets as needed;
  • Collects, prepares and reviews a variety of financial information for external agency reporting requirements; gather and prepare financial information as needed;
  • Receives and responds to inquiries, concerns, complaints, and requests for assistance in areas of responsibility;
  • Performs general clerical work as required, including but not limited to attending meetings, preparing reports and correspondence, entering and retrieving computer data copying and filing documents, sending and receiving faxes, answering the telephone, etc.;
  • Attends trainings, meetings, seminars and/or workshops to enhance job knowledge and skills; and
  • Performs other related duties as assigned.
