Your Team: The Office of Enforcement and Neighborhood Services (OENS) lead the agency’s effort to works closely with other HPD divisions and outside community partners to identify buildings in distress assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program, the Division of Neighborhood Preservation and the Division of Special Enforcement to ensure compliance with legal and regulatory obligations. The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS). Your Impact The Emergency Operations and Enhanced Enforcement Division (EOD) is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal of the Emergency Operations and Enhanced Enforcement Division is to secure voluntary corrective action by the landlord, eliminating the need for direct City involvement. The Division of Preservation Finance administers multiple programs to facilitate preservation of affordability and financial and physical sustainability of privately-owned multifamily buildings throughout New York City. As part of the Mayor’s Lead-Free NYC Initiative, two moderate-rehabilitation loan programs within the Preservation Finance Division – the Green Housing Preservation Program (GHPP) and the Multi-Family Housing Rehabilitation Loan Program (HRP) – will finance lead abatement repairs in units and common areas, as needed, in coordination with the moderate-rehab/systems upgrade scopes of work. EOD and Preservation Finance will partner on this work. In support of the Mayor’s Lead Free NYC initiative, HPD is seeking a qualified candidate for the Construction Project Manager 1 of the Lead Abatement Programs Technical Unit in the Emergency Operations and Enhanced Enforcement Division. Under the direct supervision of the Director of the HUD, as the CPM 1, your role will include, but not be limited to the following responsibilities:
