The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Human & Community Services Division. The Human and Community Services Division provides cash assistance, employment training, supplemental nutrition assistance (formerly food stamps), Medicaid, energy assistance, weatherization, and other services to help families move out of poverty and toward self-support. The Field Administrator position oversees operations of the Offices of Public Assistance (OPA) across the state to attain compliance with regulations, oversees the effectiveness of program services and ensures compliance with regulations, oversees strategic operations, and represents the bureau with internal and external stakeholders. This position directly supervises 4 full – time employees and over 300 indirect employees.   • Knowledge of the concepts and theories of public program administration including public assistance, program development, budget and fiscal management; contract monitoring, legislative and administrative rulemaking.
  • Knowledge of management concepts including economics, strategic planning and goal setting, organizational development, business process reengineering, organizational theory, human relations, operations research, and personnel management.
  • Knowledge of CHIMES, business information technology, research, analysis and/or policy development methods.
  • Knowledge of personnel laws, policy, collective bargaining, and employee and labor relations.
  • Experience in workflow management, including the ability to plan, assign, monitor and evaluate the work of staff.
  • Skill in critical thinking and conflict resolutions.
  • Ability to evaluate programs and implement new or revised procedures to implement changes in regulations and improve efficiency.
  • Ability to understand, interpret, explain and apply complex regulations, laws and directives pertaining to human service and / or public assistance programs.
  • Bachelor’s degree in business, public administration, social services, or a related field.
  • Seven years of progressively responsible experience including supervisory, policy development, and program development and evaluation experience.
  • Experience in workflow management, including the ability to plan, assign, monitor and evaluate the work of staff.
  • Experience in evidence-based management practices including data-driven decision making and programs design.
