We have an opening for a Cyber Security Manager to lead a team that is responsible for providing complex and dynamic security support to a variety of LLNL, DOE and customer missions. This position is in the Field Intelligence Element Operations organization within the Global Security Principal Directorate. This position requires full-time on-site presence due to the nature of the work. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

Requirements

  • Active DOE Q-level or Top-Secret clearance (or equivalent) with the ability to obtain and maintain SCI access.
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related field, or equivalent combination of education and experience.
  • Advanced experience as an ISSO/ISSM managing classified systems in DOD, DOE, or IC environments (NISPOM, DAAPM, ICD 503, NIST 800-53).
  • Advanced knowledge of federal security regulations, Intelligence Community Directives (ICDs), DOD/DOE manuals, and company security policies/procedures.
  • Strong understanding and hands-on experience with the Risk Management Framework (RMF), including authoring and maintaining Body of Evidence (BOE) artifacts.
  • Advanced experience leading teams, managing technical organizations, and executing audits, assessments, and risk mitigation.
  • Advanced analytical, problem-solving, and organizational skills with the ability to prioritize and execute tasks in a dynamic environment.
  • Advanced communication and teaming skills, with the ability to develop and maintain effective relationships with internal and external stakeholders.
  • Extensive experience obtaining Authority to Operate (ATO) for IT systems and applying advanced frameworks (NIST 800-53, CNSSI 1253, DISA STIGs, SCAP).
  • Demonstrated success in strategic planning, succession planning, and leading cross-functional or cross-organizational initiatives.
  • Expert written and verbal communication skills for conveying technical strategies and influencing at all organizational levels.

Nice To Haves

  • COMSEC account management or opening new COMSEC accounts per sponsor requirements.
  • 10+ years of experience as an Information Systems Security Architect/Engineer and/or Cyber Security Professional.

Responsibilities

  • Provide direction, strategy, vision, and technical leadership for the Cyber Security environment, ensuring programmatic mission delivery and successful implementation of technology standards.
  • Lead and manage the FIE ISSO team and day-to-day cybersecurity operations, including work breakdown, cost estimates, risk mitigation, and resource allocation.
  • Collaborate and negotiate with internal and external stakeholders—including LLNL, DOE, and other agencies—to identify, prioritize, and deliver Cyber Security solutions that meet mission needs.
  • Ensure compliance with DOE-IN, DOD, and Intelligence Community requirements, including preparation for and execution of audits, assessments, and continuous monitoring activities.
  • Architect and engineer enterprise-wide systems and solutions to meet cybersecurity requirements, including authoring and maintaining Risk Management Framework (RMF) documentation and Body of Evidence (BOE) artifacts.
  • Exercise judgement to assess and mitigate system security threats and risks, analyze security events, and conduct investigations to ensure the integrity of the security posture.
  • Advise and consult with business functions and sponsors on Cyber Security compliance, contract requirements, and procedures.
  • Perform other duties as assigned.
  • Provide strategic direction and institutional leadership for Cyber Security programs, influencing policy and risk posture across the Laboratory.
  • Lead cross-organizational initiatives, represent the Laboratory in high-level external forums, and advise senior management on complex or precedent-setting security matters.
  • Mentor and develop future leaders, ensuring succession planning and continuity of institutional expertise.
