Program Delivery Managers Dewberry is currently searching for highly qualified professionals to support FEMA’s Public Assistance (PA) Program as a Program Delivery Manager (PDMG). A PDMG is a multidiscipline position functioning as the principal liaison between FEMA and PA Program applicants. As the front-line representative of the program, they are responsible for providing exceptional customer service to applicants and fostering strong working relationships with other program stakeholders. Requirements

  • Minimum of 5 years of full-time professional experience in field of study
  • A broad understanding of public infrastructure facilities and familiarity with industry standard construction practices, building codes, and permitting requirements
  • At least 5 years of experience in project or program management
  • Excellent time management, organization, oral and written communication skills
  • Must have strong interpersonal and customer relations skills
  • Must be forward thinking, proactive and able to take initiative
  • Must be computer literate and proficient with MS Office Suite applications (Word, Excel and PowerPoint)
  • Able to work both independently and in a team environment under stressful conditions
  • The ability to work up to 12 hours per day, 7 days a week and deploy to a disaster recovery operation for up to 12 months
  • Have a valid driver’s license and a clean driving record
  • Be a U.S. citizen capable of passing a federal background investigation to obtain a Public Trust clearance

Nice To Haves

  • Bachelor’s degree from accredited university in a relevant field of study
  • Prior FEMA PA experience as: PDMG, Site Inspector, Policy Advisor, Cost Estimator, FEMA Certified Trainer, or Hazard Mitigation Specialist
  • Experience with modern construction practices, facility assessments, construction inspection, project scope development and cost estimating
  • Working knowledge of International Building Code (IBC), Americans with Disabilities Act (ADA), and other governmental regulatory compliance related to public infrastructure
  • Working knowledge of FEMA’s Grants Manager or Grants Portal applications
  • Proficiency using cost estimating software such as RS Means
  • Experience conducting and documenting facility damage assessments

Responsibilities

  • PDMGs travel to disaster sites to support the delivery of the PA Program.
  • They assist local government agencies and other Program-eligible entities in the preparation of grant applications for the restoration of damaged public infrastructure such as roads, bridges, buildings and utilities.
  • PDMG work includes gathering essential information from Program applicants, developing damage inventories, validating disaster-related work and costs, and assisting with the formulation of repair scopes of work and cost estimates.
  • Work progress and supporting documentation is continually updated in either FEMA’s web-based applications known as Grants Portal or Grants Manager.
