About The Position

This role provides strategic legal support to the company on federal energy regulatory matters, with a primary focus on proceedings before the Federal Energy Regulatory Commission (FERC). The position supports regulatory compliance, advocacy, and risk management across the company’s electric and gas utility operations and works closely with business leaders to advance enterprise objectives in a highly regulated environment. The position may be filled at the Counsel or Senior Counsel level, depending on the candidate’s experience, depth of federal regulatory expertise, and demonstrated ability to operate independently on complex matters.

Requirements

  • Juris Doctor (J.D.) from an accredited law school.
  • Admission to practice law in at least one U.S. jurisdiction, with the ability to become admitted in Kentucky and/or Pennsylvania as required.
  • Excellent written and oral communication skills.
  • Sound legal judgment and the ability to provide practical, business-focused advice.
  • Ability to manage multiple matters in a fast-paced, regulated environment.
  • Approximately 3–7 years of relevant legal experience.
  • Experience with energy regulation, administrative law, or utility matters required. Prior exposure to FERC proceedings preferred.
  • Generally 7+ years of relevant legal experience.
  • Substantial hands-on experience practicing before FERC strongly preferred.

Responsibilities

  • Provide legal advice and counsel on federal energy regulatory matters, including, but not limited to, compliance and advocacy under the Federal Power Act, Natural Gas Act, Natural Gas Policy Act, and applicable FERC regulations.
  • Prepare, review, and manage FERC filings generally, including litigation-related filings, tariffs, rate filings, comments, reports, and compliance submissions, and perform related legal analyses and research.
  • Support or lead federal regulatory strategy in collaboration with regulatory, government affairs, finance, accounting, operations, and executive teams.
  • Advise internal stakeholders on federal regulatory requirements affecting electric transmission, gas transportation, commodity transactions, organized wholesale markets, generation, intercompany transactions, and infrastructure projects.
  • Monitor and analyze federal regulatory developments, legislation, rulemakings, and case law and communicate legal and strategic implications to the business.
  • Manage and oversee outside counsel and consultants on assigned federal regulatory and related litigation matters.
  • Support state regulatory and other corporate legal matters as needed, particularly where federal and state issues intersect.
  • Represent the company in industry groups, stakeholder meetings, and regulatory forums, as appropriate.
  • Provides legal support on federal regulatory matters of moderate complexity with appropriate supervision.
  • Demonstrates strong analytical and writing skills and the ability to apply legal principles to business objectives.
  • Builds subject-matter expertise in federal energy regulation and FERC processes.
  • Manages assigned matters independently while escalating novel or high-risk issues as appropriate.
  • Serves as a key legal advisor on complex and high-impact federal regulatory matters.
  • Independently leads significant FERC proceedings and advises senior management on regulatory risk and strategy.
  • Plays an active role in shaping federal regulatory policy positions and enterprise strategy.
  • Provides guidance and mentorship to other attorneys and contributes to broader OGC leadership initiatives.
