About The Position

We are seeking a Federal Education Specialist to join our Office of Enhancing Student Opportunities at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. What you will do! This position oversees Oregon’s administration of the federal Title I-A and IV-A programs, under the Elementary and Secondary Education Act (ESEA) as well as Tribal Consultation requirements for all ESEA Title programs. The ESEA focuses on ensuring that all students have the opportunity to meet challenging academic standards; have access to academically enriching curriculum; receive authentic engagement in the development of school and district plans; and have resources supporting their academic and behavioural needs. This position collaborates with other federal and state programs including all programs under the newly created Unified Application as well as ESEA Title IV-B, Foster Care, and McKinney-Vento to collectively provide a regional support structure of technical assistance to improve district systems and student outcomes as well as monitoring oversight for districts receiving funds under the Unified Application. This position will interact with state contacts, Tribal leaders, district leaders, schools, representatives at the state and federal level, including the U.S. Department of Education and others

Requirements

  • Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
  • A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
  • An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Nice To Haves

  • Experience with operating federal programs: Preference given to those with experience in a school, district, public agency setting.
  • Extensive knowledge of federal regulations including EDGAR and UGG, as well as programmatic and fiscal spending rules for ESEA Title programs.
  • Experience providing technical assistance to school districts, tribes, community groups or the public on federal rules, regulations, and policies.
  • Skill and fluency working in a team-oriented environment requiring participative decision making and cooperative interactions among staff and management.
  • Ability to multitask and work in a fast-paced environment.

Responsibilities

  • Provide technical support and training to educators, administrators, and other LEA staff, on the use of federal Title funds to support student learning and enhance district capacity to improve the outcomes for students
  • Collaborate in the alignment of ESEA programs with statewide initiatives and other federal programs, including all programs in the Unified Application.
