About The Position

The Federal Contracts & Subcontracts Manager - Operations/Lifecycle Administrator is a critical member of the contract management team responsible for the management and administration of customer‑facing Federal Government contracts, subcontracts, and other types of transactions, including negotiated procurements, schedule contracts, blanket agreements, task orders, grants, and CRADAs (Cooperative Research and Development Agreements), as well as partner (vendor and subcontractor) agreements. The successful candidate will support the full lifecycle of assigned awards to ensure they are properly executed, documented, completed, and prepared for close-out.

Requirements

  • 10+ years of Federal contract management experience, including but not limited to negotiated and schedule awards, contract administration, and proposal experience with significant knowledge of FAR, DFAR, VAAR and the Service Contract and Fair Labor Standards Acts.
  • Expert‑level knowledge of Truthful Cost or Pricing requirements, including the disclosure of cost or pricing information when negotiating or bidding on Federal contracts
  • Extensive experience working with government auditors such as GSA, DCAA, and DCMA
  • Proven ability to implement quality control and tracking programs to meet defined quality objectives
  • Working knowledge of government reporting and certification requirements, including SAM
  • Substantial experience with subcontract competition requirements, government procurement documentation, and subcontracting strategies.
  • Bachelor’s degree in business administration, management, supply chain, finance or related field.
  • Excellent communication and analytical skills, excellent attention to detail, and the ability to work independently and collaboratively in a fast-paced environment
  • Demonstrated experience reading, interpreting, and evaluating contract terms and conditions; administering contract modifications and changes; responding to requests for information from government officials, including contract audits; working with CPARS; adhering to federal contract data retention requirements and best practices; and managing multiple projects simultaneously while prioritizing tasks and meeting deadlines.

  • Relevant certification(s) such as, Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM),Certified Professional Contracts Manager (CPCM), Certified Supply Chain Professional (CSCP), credentials are preferred.

Responsibilities

  • Serve as the primary operational point of contact for day-to-day administration of U.S. Government awards, ensuring compliance across the full award life cycle in accordance with company policies and procedures.
  • Support project set-up and accurately track contract compliance requirements through close-out.
  • Perform and support all aspects of assigned contract administration, including accurate order entry, funding actions, scope changes and amendments, nonconformances, receipts and delivery schedules, legal and regulatory requirements, ancillary documentation, and other contractual commitments.
  • Assess, monitor, and administer U.S. Government award documents, including evaluating initial proposal documents and supporting proposal preparation in coordination with the Federal Bid & Proposal Manager.
  • Support negotiations, process modifications and oversight for complex contract actions to include drafting customer notifications, contract documents, change requests, and formal change orders, in addition to maintaining comprehensive, accurate contract files, ensure purchases and subcontracts in support of U.S. Government projects meet regulatory requirements and award reporting requirements are met.
  • Collaborates with internal stakeholders and customers to negotiate contract or subcontract awards, as needed, and to ensure timely execution of contractual obligations and resolve operational issues.
  • Prepares U.S. Government awards for close-out, including verification of contractually required deliverables, reports, and obligations, while monitoring and staying up to date on industry trends, regulations, and best practices in government contract lifecycle administration and operations and opportunities for improvement and implementing changes, as needed.
