About The Position

The City of Johnson City, Tennessee is accepting online applications for a Family Justice Center Manager in the Police Department. The employee p erforms difficult management work in directing the administration of the Office of Criminal Justice Programs (OCJP) Family Justice Center (FJC) and coordinating grant funding from State and Federal agencies to support various projects and programs within Johnson City and Washington County. This is professional work involving planning and coordinating co-location of a multi-disciplinary team of professionals who work together, under one roof, to provide coordinated services to victims of family violence which must at a minimum address victims of domestic violence, but can also include sexual assault, child abuse, human trafficking and elder abuse. The project funded under this program will follow the best practice model identified on the Family Justice Center Alliance website (www.familyjusticecenter.org) and must obtain technical assistance from the OCJP identified technical assistance providers for the planning, development and establishment of a Johnson City/Washington County Family Justice Center. The position is responsible for directing the daily activities of the project, the proper implementation of the grant, assuming oversight responsibility for the direct and subcontracted services provided. The position is responsible for ensuring that all requirements of the grant are documented, completed, and reported according to the timelines set forth by OCJP.

Requirements

  • Thorough knowledge of budget management and maintaining financial records.
  • Experience working closely with elected officials and C-level executives.
  • Excellent communication and public relations skills.
  • Ability to form coalitions and consensus among different groups, personalities and viewpoints.
  • Strong leadership skills with a demonstrated record of successful project management.
  • Bachelor's degree in public administration, criminal justice, social work, or closely related fields
  • supplemented by three (3) to five (5) years previous experience and/or training that preferably includes public grant administration/coordination, grant writing, organizational planning, research, budgeting, public speaking and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Pre-employment physical, drug screening and background check required.

Responsibilities

  • Submitting Memorandums of Understanding to OCJP
  • Reporting how much additional money has been acquired from other sources to aid in this project. Funds can be in-kind and in cash.
  • Establishing a timeline that includes action steps, person(s) responsible for the activity and projected dates for completion
  • Obtaining technical assistance from the OCJP designated statewide technical assistance provider
  • Conducting assessments of the community's domestic violence problem as well as the services available to address the problem
  • Coordinating and conducting planning meetings with relevant partners and local agencies monthly
  • Strengthening existing collaborative partnerships
  • Developing a strategic plan that includes sustainability
  • Establishing a Family Justice Center and each of its unique, innovative components with resources already in the community (ex. advocacy, building, victim services etc.)
  • Developing an evaluation plan
  • Developing and implementing a case management information system that will provide for data integration across systems and among participating agencies
  • Participating in community meetings, webinars and/or facilitating community forums for the purpose of promoting and educating the community on the concept and benefits of the Family Justice Center
  • Conducting survivor focus groups and incorporating the information in the planning for the FJC
  • Providing services from a Family Justice Center by the third year of the project.
  • Updating activities timeline and submitting reports quarterly
  • Contacting/meeting with Statewide TA Coordinator
  • Establishing Community Planning Team, to include but not limited to: domestic violence shelter(s), county/city officials, law enforcement, prosecution, community based advocates, and legal services agencies
  • Holding meetings with the community planning team members and other community stakeholders involved in the establishment and sustainability of the project
  • Attending local community forums
  • Participating in on-site tour(s) conducted at FJCs
  • Participating in meetings hosted by OCJP and/or the Statewide TA Coordinator
  • Attending training sessions on topics required to assist with planning, establishing, running and sustaining a FJC, hosted by the Statewide TA Coordinator
  • Facilitating process of partners signing MOUs, indicating commitment to participate in the project
  • Has primary responsibility for insuring the strategic plan is completed and submitted to OCJP
  • Consults with designated Johnson City Police Department and City of Johnson City officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations
  • Responsible for preparing and completing various forms, reports, correspondence, budget documents, meeting notices, meeting minutes, or other documents
