About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. Under the direction of the Division Administrator for the Family First Prevention Services Act (FFPSA) within the Office of Strategic Operations, the Project Manager III performs highly advanced and complex project management and coordination work. Work involves managing the planning, initiation, execution, and completion of major projects that support the DFPS mission to strengthen families and prevent children from entering foster care. This position is responsible for overseeing multiple FFPSA-related projects across all areas of operations, ensuring that project objectives, timelines, and deliverables are met. Work includes coordinating across divisions, preparing project documentation, monitoring progress, and facilitating communication among internal and external stakeholders. The Project Manager III works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. May plan, assign, and/or supervise the work of others involved in project activities. Performs related work as assigned.

Requirements

  • Graduation from an accredited four-year college or university.
  • Minimum of two years' experience in child welfare, social services, or public sector programs.
  • Minimum of five years' experience managing or coordinating large-scale or cross-divisional projects or programs.
  • Knowledge of: Project management theories and practices applicable to projects that are complex in scope.
  • Knowledge of: Program planning, implementation, and evaluation methods.
  • Knowledge of: State and federal child welfare programs, particularly the Family First Prevention Services Act (FFPSA).
  • Knowledge of: Applicable laws, regulations, and policies related to social services and prevention programs.
  • Skill in: Managing multiple complex projects simultaneously.
  • Skill in: Facilitating collaboration among diverse stakeholders.
  • Skill in: Analyzing data and preparing reports and presentations.
  • Skill in: Using project management tools and software.
  • Skill in: Communicating effectively, both orally and in writing.
  • Ability to: Plan, organize, and manage project activities and deliverables.

Responsibilities

  • Oversees the planning, development, implementation, and monitoring of FFPSA projects. Develops and manages project goals, objectives, scope, timelines, milestones, and performance measures and monitors progress to ensure projects are completed on time and within budget. Identifies and mitigates project risks and issues, ensuring compliance with agency policies and procedures.
  • Leads cross-divisional coordination efforts to align FFPSA initiatives with DFPS strategic goals. Serves as a liaison among internal divisions, external agencies, providers, and other stakeholders to facilitate project success.
  • Provides consultative services and technical assistance to internal and external partners regarding FFPSA project implementation and management.
  • Prepares and maintains comprehensive project documentation, including work plans, progress reports, timelines, and performance metrics.
  • Develops briefing materials, logic models, strategic plans, and presentations related to FFPSA projects.
  • Facilitates stakeholder meetings, workgroups, and training sessions to promote information sharing and collaboration.
  • Communicates project updates and outcomes to leadership, staff, and stakeholders through written and verbal reports.
  • Represents DFPS and the FFPSA Division in meetings, conferences, and other events.
  • Assists with long-term planning and strategic initiatives related to FFPSA to strengthen system supports.
