The Facility Security Officer (FSO) is responsible for leading and maintaining our industrial security program in support of our federal customers. The security program is managed in accordance with the National Industrial Security Program Operating Manual (NISPOM) and other applicable federal regulations. This role ensures that our organization maintains its cleared facility status and that all classified contracts and personnel adhere to federal security requirements. The FSO serves as the primary liaison between the organization, federal agencies, and contractors on all security matters, ensuring our mission driven work with federal partners is supported by a culture of integrity, compliance and accountability.

Requirements

  • Top Secret Clearance is required
  • Bachelors degree is required
  • 5 years of experience in the facility security field
  • Knowledge of industrial, physical and information security best practices.

Nice To Haves

  • Experience as an FSO or assistant FSO is preferred

Responsibilities

  • Develops, implements and maintains Melwood's security program in accordance with the NISPOM, Dod 5220.02-M and related directives.
  • Collaborates with leadership and staff to integrate security considerations into business operations.
  • Ensures continued compliance with the Defense Counterintelligence and Secruity Agency (DCSA) requirements to maintain the organizations Facility Clearance (FCL).
  • Serves as the primary point of contact for all security matters with governments customers, DCSA representatives and internal leadership.
  • Conducts self-inspections, security audits, and vulnerability assessments to identify and address areas of non-compliance. Prepares for and co-ordiantes Security Reviews and DCSA Assessements / Audits.
  • Maintains accurate and complete security records, reports and documentation.
  • Serves as the  Insider Threat Program Senior Official (ITPSO)  providing oversight and ensuring that Melwood has a fully operational Insider Threat Program (ITP) that is fully compliant with 32 CFR 117.12(g)(2) and SEAD 3, reinforcing the organization’s commitment to protecting national security information.
  • Manages personnel clearances (PCLs) through the Defense Information system for Security (DISS) and ensrues timely processing of applications, investigations, reinvestigations and terminations.
  • Conducts security briefings, debriefings and ongoing education for cleared and uncleared staff.
  • Ensures compliance with insider threat awareness and reporting requirements.
  • Oversees access control, visitor management, safeguarding and proper disposal of classified and sensitive information to ensure compliance with appropriate regulations.
  • Ensures that secure areas and information systems meet federal and contractual requirements.
  • Conducts regular physical security checks including but not limited to: end of day security checks, perimeter checks, random bag checks.
  • Coordinates with IT and facilities teams to implement and maintain physical and cybersecurity protection aligned with federal standards including but not limited to NIST 800-171/CUI and CMMC.
