About The Position

Scientific Research Corporation (SRC) is seeking a Facility Infrastructure Subject Matter Expert (SME) to provide senior-level technical leadership and integration support for U.S. Space Command (USSPACECOM) facility modernization efforts. This role serves as the primary technical authority bridging civil construction, secure facility requirements, and mission IT infrastructure, ensuring physical spaces are purpose-built to support modern Command and Control (C2) operations. The Facility Infrastructure SME will ensure that telecommunications rooms, SCIFs, SAP-F spaces, and mission support areas are designed and executed in accordance with DoD, Intelligence Community (IC), and Unified Facilities Criteria (UFC) standards, while supporting high-density power, cooling, and fiber-optic infrastructure required for mission systems.

Requirements

  • Bachelor’s degree in engineering, information systems, information technology, or a related technical discipline (or equivalent experience)
  • Seven or more years of experience supporting DoD or Intelligence Community facility infrastructure, MILCON projects, or secure facility build-outs
  • Demonstrated expertise in telecommunications room design, structured cabling systems, fiber-optic infrastructure, and IT support spaces
  • Proven experience working within SCIF, SAP-F, or other classified environments
  • Strong understanding of applicable facility and security standards, including UFC, ICD 705, SIPH, and IC technical construction requirements
  • Ability to interpret engineering drawings and translate mission IT requirements into physical infrastructure solutions
  • Strong coordination, documentation, and technical communication skills
  • Ability to obtain a BICSI Registered Communications Distribution Designer (RCDD) or equivalent demonstrated experience

Nice To Haves

  • Experience applying BICSI standards (e.g., TDMM, 002, 005) within DoD or IC facilities
  • Experience serving as the technical reviewer or authority for telecommunications and low-voltage infrastructure designs
  • Familiarity with telecom grounding, bonding, pathways, spaces, and separation requirements in secure facilities
  • Experience supporting high-density IT and C2 environments, including data center–like deployments within non-traditional facilities
  • Ability to operate independently as a senior technical authority while collaborating across multiple engineering disciplines
  • In possession of the following certifications: BICSI Technician (TECH) or Installer 2 (INST2) Certified Telecommunications Project Manager (CTPM) – BICSI Registered Information Communications Technology Professional (RICTP) – BICSI Project Management Professional (PMP) or DAWIA Facilities/Engineering-related certification

Responsibilities

  • Serving as the lead technical authority for facility infrastructure supporting mission IT, networks, and systems within SCIF, SAP-F, and controlled environments
  • Providing technical oversight and direction for structured cabling systems (fiber and copper), telecommunications room (TR) design, equipment room layouts, and high-density IT rack deployments
  • Ensuring facility designs support power, cooling, grounding, bonding, pathways, and space requirements for mission-critical IT and AV systems
  • Reviewing, validating, and providing technical approval of infrastructure drawings, floor plans, engineering submittals, and as-built documentation against mission and security requirements
  • Ensuring full compliance with applicable standards, including Unified Facilities Criteria (UFC), ICD 705, Intelligence Community Directive (ICD) 705 Technical Specifications, SIPRNET Infrastructure Planning Handbook (SIPH), and BICSI telecommunications standards
  • Supporting SCIF and secure space accreditation efforts by coordinating infrastructure requirements with security, IT, and engineering stakeholders
  • Developing and reviewing Bills of Materials (BOMs), Independent Government Cost Estimates (IGCEs), and technical cost inputs for facility fit-outs and upgrades
  • Conducting site surveys, walkthroughs, construction progress inspections, and acceptance inspections to validate installation quality and readiness for mission hardware and systems
  • Coordinating with architects, civil engineers, IT engineers, security personnel, and program managers to resolve design conflicts and implementation risks
  • Supporting facility transitions, stand-up activities, and phased occupancy plans for new or modified mission spaces
  • Developing and maintaining technical documentation, standards, and guidance related to facility infrastructure design and implementation
  • Identifying infrastructure risks and recommending mitigation strategies to ensure schedule, cost, and mission success

Benefits

  • SRC offers a generous benefit package, including medical, dental, and vision plans, 401(k) with a company match, life insurance, vacation and sick paid time off accruals starting at 10 days of vacation and 5 days of sick leave annually, 11 paid holidays, tuition reimbursement, and a work environment that encourages excellence and more.
