About The Position

Kitsap Regional Library is seeking a Facilities Project Manager to plan, coordinate, and oversee facilities projects that support safe, welcoming, and functional spaces for staff and patrons. Under limited direction of the Director of IT and Facilities, the Project Manager will plan and supervise a wide range of facilities projects from start to finish ensuring that each project is completed within scope and budget. This role will oversee all aspects of projects to include deadlines, assignment of responsibilities, lead and direct the work of contractors and/or staff, monitor progress, and summarize the progress of the project to leadership. Work is performed with significant opportunities for exercising independent judgement and initiative, and a high degree of attention to detail is required. This position is tailored to small to moderate sized facilities and is not full-scale construction.

Requirements

  • High school diploma or GED, plus combination of education and experience to equal at least 4 years of demonstrated experience in facilities related project management.
  • A valid Washington State driver's license.
  • A safe driving record.
  • Three years of driving experience are required to drive a library-owned vehicle for library business.
  • Ability to maintain regular and reliable attendance.
  • Extensive knowledge of project management and ability to manage large-scale facility projects.
  • Knowledge of, and the ability to apply, the principles and practices of sound management, including the elements of planning, organizing, leading, delegating, controlling, and evaluating.
  • Ability to read, understand, and interpret blueprints, architectural, and engineering plans.
  • Knowledge of Federal, State, and local fire, building and safety codes, and accessibility regulations such that they can perform adequate oversight.
  • Ability to work independently and use initiative and judgment within prescribed policies and procedures.
  • Ability to develop, recommend and manage multiple project budgets, including preparing and maintaining confidential proposals and budgetary information.
  • Ability to operate standard office equipment, perform required data entry proficiently and utilize computer software and specialized programs.
  • Ability to establish and maintain effective working relationships with staff, the public, vendors and special interest groups.
  • High level of attention to detail.
  • Ability to demonstrate effective verbal and written communication skills with a diverse audience.
  • Ability to read and comprehend technical and safety instructions and other written materials.
  • Ability to safely operate a motor vehicle.
  • Ability to work with and maintain confidential, personal and sensitive information.
  • Provide excellent customer service by showing sensitivity to cultural differences and diverse backgrounds when interacting with patrons, volunteers, and co-workers.

Responsibilities

  • Manage all aspects of assigned facilities construction, remodeling, renovation, or repair projects.
  • Ensures projects are within budget and delivered on time.
  • Assesses long-term value or projects, buildings, and building contents.
  • Review and administer contracts and observes and inspects work.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Coordinates internal resources and establishes and maintains relationships with third parties/vendors for the flawless execution of projects.
  • Develop detailed project plans to ensure resource availability and allocation, and to monitor and track progress.
  • Assist with the selection, negotiation, and evaluation, of contracts with architects, engineers, contractors, vendors and consultants.
  • Facilitate the appropriate bidding and purchasing process for assigned projects.
  • Delegates project tasks based on staff members' individual strengths, skill sets and experience levels.
  • Manage changes to the project(s) scope, project schedule and project costs using appropriate verification techniques.
  • Measure project performance using appropriate tools and techniques and reports and escalates to leadership as needed.
  • Maintain proper communication with stakeholders keeping them well-informed of any updates or changes as necessary.
  • Ensure projects maintain compliance with applicable fire and building codes, safety regulations and accessibility requirements.
  • Perform risk management to minimize project risks.
  • Create and maintain comprehensive project documentation to track project performance specifically to analyze the successful completion of short and long-term goals.
  • Develops budget proposals, manages projects to budgetary objects, and adjust projects constraints based on financial analysis.
  • Coordinate the replacement of fixtures, furniture, and equipment (FFE) across all branches.
  • Directs and manages contractors in the performance of work related to assigned projects.
  • Manages and supervises assigned KRL staff in the performance of duties related to assigned projects.
  • Assesses performance of staff members assigned to work on projects and provides performance feedback to the Facilities Director.
  • Performs other related duties as assigned.
