About The Position

The Facilities Manager is responsible for the strategic and operational oversight of all facilities and plant operations across CAMcare Health Corporation’s multi‑site Federally Qualified Health Center (FQHC) footprint. This role ensures that all clinical and administrative locations are safe, compliant, functional, and well‑maintained in support of high‑quality patient care and workforce operations. Reporting to the Sr. Vice President of Business Development and Operation, the Facilities Manager operates at a level above Facilities Supervisor with organization‑wide accountability, budget responsibility, and direct oversight of supervisors, staff, and vendors. The role partners closely with executive leadership, clinical leadership, Quality, Compliance, IT, and Finance to ensure alignment with HRSA, FTCA, CMS, OSHA, NFPA, NJ Department of Health, and local regulatory requirements.

Requirements

  • Bachelor’s degree in Facilities Management, Engineering, Construction Management, Business Administration, or related field required.
  • Minimum of 7–10 years of progressive facilities management experience, preferably in healthcare, FQHC, hospital, or other highly regulated environments.
  • Demonstrated experience managing multi‑site operations and supervising supervisors or managers.
  • Proven experience with regulatory compliance, capital projects, and budget management.
  • Strong working knowledge of HRSA, FTCA, CMS, OSHA, NFPA, and NJ regulatory requirements impacting healthcare facilities.
  • Advanced leadership, project management, and organizational skills.
  • Strong financial acumen with experience managing operating and capital budgets.
  • Ability to assess risk, prioritize competing demands, and respond effectively to emergencies.
  • Excellent written and verbal communication skills.

Responsibilities

  • Provide leadership and direction for facilities operations across all CAMcare sites in Camden and Gloucester counties.
  • Supervise Facilities Supervisors and maintenance staff; set priorities, performance expectations, and accountability measures.
  • Develop standardized policies, procedures, and workflows for facilities management.
  • Serve as the primary point of contact for facilities‑related escalations and risk mitigation.
  • Ensure continuous compliance with HRSA Health Center Program requirements, FTCA risk management standards, CMS, OSHA, NFPA Life Safety Code, NJ DOH, and local building/fire codes.
  • Oversee Environment of Care (EOC), Life Safety, Utilities Management, and Emergency Management programs.
  • Coordinate and support HRSA Operational Site Visits (OSVs), FTCA applications, audits, inspections, and corrective action plans related to facilities.
  • Maintain required documentation, logs, and testing schedules for life‑safety systems.
  • Oversee preventive, corrective, and emergency maintenance programs for HVAC, electrical, plumbing, generators, fire alarm/suppression systems, medical gas (if applicable), and building infrastructure.
  • Ensure uptime and reliability of critical systems supporting patient care and operations.
  • Implement asset tracking and lifecycle management for building systems and major equipment.
  • Lead facility renovation, expansion, and capital improvement projects from planning through completion.
  • Collaborate with architects, engineers, contractors, and local authorities having jurisdiction.
  • Develop project scopes, timelines, and budgets; monitor progress and control costs.
  • Support space planning and optimization aligned with service line growth and operational needs.
  • Develop, manage, and monitor the facilities operating and capital budgets.
  • Analyze expenditures, forecast future needs, and identify cost‑saving opportunities.
  • Manage vendor contracts, service agreements, warranties, and procurement related to facilities.
  • Ensure vendor performance, compliance, and adherence to CAMcare policies.
  • Lead facilities‑related emergency preparedness and business continuity planning.
  • Participate in organizational risk assessments, incident investigations, and corrective actions related to the physical environment.
  • Ensure compliance with workplace safety standards and infection prevention considerations related to the physical plant.
  • Partner with clinical leadership to ensure facilities support patient care delivery, patient flow, and infection prevention standards.
  • Collaborate with Quality, Compliance, IT, Security, and Finance on cross‑functional initiatives.
  • Provide regular reporting to the VP of Administration and executive leadership on risks, priorities, and capital needs.
