The Facility Manager is a critical role responsible for managing, evaluating, administering, and implementing programs to ensure Pittsburgh Water’s facilities, buildings, and grounds remain safe and reliable to allow the delivery of safe and reliable water services now and in the future.

Requirements

  • Extensive knowledge of the principles and technique in the maintenance, repair and operation of building grounds, building envelope and building mechanical systems.
  • Considerable knowledge of the principles, procedures, and techniques of trades such as HVAC, plumbing and electrical work
  • Basic understanding of union work environments and adhering to Collective Bargaining Agreements.
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to deal with a variety of abstract and concrete variables
  • Knowledge of the hazards and safety precautions of work including the handling of chemicals and heavy equipment
  • Considerable knowledge and experienced abilities/skills in planning, assigning, directing work, and performance management.
  • Strong ability to lead through influence and accountability, participating in and supporting a culture of teamwork.
  • Some knowledge and experience with SAP software and ability to process basic procurement transactions
  • Ability to read, analyze, and interpret technical procedures and governmental regulations
  • Ability to apply principles of logical and scientific thinking to a wide range of planning and solving practical, sometimes unpredictable, problems
  • Excellent written and oral communication skills are required with ability to articulate complex technical concepts in business terminology
  • Associate degree or equivalent from a two-year college or technical school; Bachelors degree preferred
  • Five (5) years of experience in Facility Maintenance or Management
  • One to two (1-2) years of experience in a supervisor/manager role
  • Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
  • Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

Responsibilities

  • Develop and maintain a facility management plan, including a facility asset inventory and maintenance schedules for facility equipment with daily, weekly, monthly, and annual functions, a preventative maintenance plan, and a monthly report on all facility related issues, progress updates, and budget needs.
  • Ensure the maintenance and proper working order of all facilities equipment and systems including, but not limited to: - Heating, ventilation, and air conditioning - Electrical including solar - Fire suppression - Plumbing, including restrooms, drinking water, and waste/storm drains - Building envelope, including roofs, doors, windows, and structure - Waste removal, recycling, and document shredding - Kitchen equipment - Pest and rodent control - Snow removal and treatment - Grounds and landscaping
  • Complete routine inspections of all above areas to identify and recommend corrective plans to address maintenance issues
  • Ensure proper preventative maintenance is being conducted and, where applicable, procure and manage services by external contractors to perform preventative maintenance services, i.e. janitorial, landscaping, snow removal, building mechanical systems, elevators.
  • Ensure all floors, doors, ceiling tiles, and walls are free from damage, including graffiti
  • Coordinate maintenance requests with the appropriate vendor or Pittsburgh Water personnel
  • Ensure all annual regulatory inspections related to facility buildings and grounds are up to date, including having appropriate licenses and permits
  • Coordinate with key stakeholders on all relevant areas of responsibility such as purchasing supplies, ensuring security and safety systems are maintained, and any compliance programs necessary for building maintenance and sustainability.
  • Coordinate with maintenance team comprised of utility workers, repairmen, welder, machinist, electricians, and plumbers to support facility maintenance tasks.
  • Inspect and ensure all bathrooms, kitchens, and common areas at Pittsburgh Water facilities have adequate supplies and are cleaned regularly.
  • Provide weekly reports/updates to senior management on facility maintenance projects and initiatives
  • Where applicable, coordinate with facility landlord on any building and ground related issues or concerns.
  • Support Pittsburgh Water’s asset management goals by ensuring that all asset-related work, including labor resources and materials used to complete the work, is documented in the organization’s enterprise asset management system.
  • Monitor data quality of work orders and service orders entered by Pittsburgh Water staff to ensure consistent completeness and accuracy.
  • Collaborate with internal stakeholders to identify and implement ongoing improvements to Pittsburgh Water’s asset management practices.
  • Communicate and enforce changes to asset management standard operating procedures and collaborate with the Asset Management team to schedule related asset management system training, when needed.
  • Carry out the responsibilities in accordance with Pittsburgh Water policies and applicable regulations and laws
  • Coordinate with other Department managers to share on call and emergency duties as required.
  • Perform other duties as assigned or required.
