About The Position

OVERVIEW: Oversees and manages the facilities, health, safety , security and environmental (HSSE) aspects for oil and gas related research laboratories in North America. This position will develop, implement and monitor a centralized HSE function that includes processes and training programs that are in compliance with corporate safety guidelines, federal/state/local regulations, and international best practices. This position will provide leadership, technical and regulatory expertise in the areas of This role involves leading a team of HSSE professionals to ensure compliance with all relevant regulations and standards, promoting a culture of safety, and minimizing risks to employees, contractors, and the environment. The Facilities/HSSE Advisor is responsible for overseeing and managing all aspects of facilities R&D operations and ensuring compliance with Health, Safety, Security, and Environment (HSSE) regulations. This role involves developing and implementing policies, conducting inspections, providing training, and managing emergency response plans. The Facilities/HSSE Advisor will work closely with various departments to integrate HSSE considerations into all operations and maintain a safe and efficient working environment. Frequently with Division Heads, other supervisory personnel, and departmental director to develop information, review safety plans, and coordinate ongoing HSSE efforts. SCOPE: Serves as a Facilities & HSSE Leader at AACO Research and Development Center in North America.

Requirements

  • Bachelor’s degree Mechanical, Chemical, or Industrial Engineering, Environmental Safety, Industrial Hygiene or other closely related major with relevance to HSE.
  • Knowledge of OSHA, EPA codes, standards and specifications.
  • Knowledge of industrial hygiene and loss prevention practices within laboratory environments dealing with hazards such as high pressure and temperature systems, hydrocarbons, chemicals, X-ray, CT Scanning, hazardous waste, hazardous material transportation regulations and Nano materials.
  • Ability to: design, develop, implement and administer professional-level industrial hygiene, safety, and environmental programs which meet OSHA, ANSI, NFPA, NEC, EGLE regulations and guidance.
  • inspect and evaluate workplace conditions, compile and issue monthly reports.
  • initiate and follow up on corrective actions and enforce standards.
  • coach, support and instruct employees to raise awareness and integrate safety into daily operations thorough inspections, assessments, etc.
  • communicate with and resolve issues with management and with government agencies.
  • develop training and safety awareness programs.
  • analyze various factors and use good judgement to make sound recommendations and decisions.
  • Proficient with business software applications.
  • Typically, at least ten (10) years of progressive experience in safety with responsibility for safety plan development, safety training, and compliance.
  • Experience with safety management systems, asset integrity, laboratory engineering controls and equipment, risk assessment, chemical hygiene, emergency preparedness, and incident investigation/reporting.
  • Must be able to comprehend and communicate accurately, clearly and concisely in English.

Nice To Haves

  • Oil and gas experience preferred.
  • Certified Hazardous Materials Manager (CHMM), Certified Industrial Hygienist (CIH) and/or a Certified Safety Professional (CSP) within a research and development facility with varying laboratory environments is desirable.
  • Certified Radiation Safety Officer or ability to obtain this certification (preferred).

Responsibilities

  • Develop, implement, and maintain Facilities, HSSE policies, procedures, and programs to ensure compliance with local, state, and federal regulations.
  • Lead and manage the R&D Facilities and HSSE team, providing guidance, training, and support to ensure effective performance and professional development.
  • Conduct regular risk assessments and audits to identify potential hazards and implement corrective actions.
  • Investigate incidents and accidents, identify root causes, and develop strategies to prevent recurrence.
  • Collaborate with other departments to integrate HSSE considerations into all aspects of the company's operations.
  • Monitor and report on R&D HSSE performance metrics, providing regular updates to senior management.
  • Ensure effective emergency response planning and coordination, including conducting drills and training sessions.
  • Promote a culture of safety and environmental responsibility through communication, training, and engagement initiatives.
  • Stay current with industry best practices and regulatory changes, and ensure the R&D HSSE programs are up-to-date.
  • Evaluates work environment to reduce risk, injuries and illnesses.
  • Conducts job hazard analysis, local exhaust ventilation design, pre-startup safety reviews, hazardous chemicals management, lighting, and other conditions that may affect employees’ health, comfort, or efficiency.
  • Recommends appropriate tools and personal protective equipment (PPE). Identifies and mitigates hazards. Recommends and implements corrective actions.
  • Evaluates and monitors toxic chemicals, noise, radiation, lasers, indoor air pollution, stress, repetitive motion trauma, electric and magnetic fields, and infectious biological materials.
  • Applies scientific and engineering principles and methods to identify, analyze and control potential hazards.
  • Design and evaluates work processes and engineering controls (i.e., lab hoods, emergency exhaust systems, gas detection) to minimize personnel and environmental exposures.
  • Conducts risk assessments of work activities to determine priorities for health and safety measures and resource allocation.
  • Determines effectiveness of engineering controls and makes recommendations regarding location, design, structure, operations, and maintenance of contaminant and physical agent control systems.
  • Develops and implements safety awareness programs to enhance employee’s safety culture, safety performance and wellbeing.
  • Develops and delivers employee training to instruct employees about occupational health and the prevention of accidents.
  • Investigates injuries and incidents.
  • Prepares reports of observations and analysis.
  • Provides recommendations to prevent recurrence.
  • Guides the workplace Safety Committee.
  • Compiles and analyzes safety statistics.
  • Issues monthly reports and produces leading indicators and makes recommendations for improvement.
  • Advises team leaders and provides support and technical assistance in the administration of and conformance with regulatory and Aramco’s environmental health and safety policies.
  • Responds to emergencies at any time during business and after business hours and weekends.
  • Perform other duties as assigned.
