About The Position

Spectrum Management, LLC has been serving the Washington, DC metropolitan area for over 25 years and provides a comprehensive array of services that include construction management, facilities management and real estate development services. Spectrum Management is seeking a Facilities Engineering Operations Manager to lead the technical operation, maintenance, and performance of assigned facilities and their engineered systems. This role is responsible for managing facility infrastructure, supervising engineering and maintenance personnel, and ensuring all building systems operate safely, efficiently, and in compliance with contractual and regulatory requirements. The Facilities Engineering Operations Manager oversees daily facility operations, preventive and predictive maintenance programs, vendor contracts, and infrastructure lifecycle management. This leadership role ensures the reliability and performance of all building systems while optimizing operational efficiency, maintaining regulatory compliance, and delivering high-quality services to clients and occupants.

Requirements

  • Minimum five (5) years of commercial facility management or engineering experience at a comparable level of responsibility.
  • 5–10 years of supervisory experience managing facility engineering or maintenance personnel.
  • Demonstrated experience managing mechanical, electrical, and plumbing (MEP) building systems and critical infrastructure.
  • Experience managing construction projects, vendor contracts, and facility service providers.
  • Experience implementing preventive maintenance programs and asset management strategies.
  • Proficiency with CMMS platforms, Building Automation Systems (BAS), and facility operations software.
  • Experience with procurement processes, operational budgeting, and financial forecasting.
  • Strong knowledge of commercial building systems and facility infrastructure.
  • Ability to prioritize and manage multiple operational projects.
  • Strong analytical and problem-solving capabilities.
  • Effective leadership and staff development skills.
  • Strong written and verbal communication abilities.
  • High attention to detail and commitment to operational quality.

  • Facility Management Professional (FMP), Certified Facility Manager (CFM), or equivalent certification preferred.

Responsibilities

  • Provide leadership and technical oversight to ensure all contractual facility operations requirements are achieved in accordance with performance-based contract specifications.
  • Manage the operation, maintenance, inspection, and repair of critical building infrastructure including mechanical, electrical, plumbing, structural, and life safety systems.
  • Oversee central plant mechanical systems including chillers, cooling towers, boilers, pumps, heat exchangers, air handling units (AHUs), rooftop units (RTUs), and variable air volume (VAV) systems.
  • Manage electrical infrastructure including switchgear, transformers, panelboards, automatic transfer switches (ATS), uninterruptible power supply (UPS) systems, and emergency generators to ensure continuous facility operations.
  • Ensure operational readiness of emergency power systems, including standby generators, fuel systems, and transfer equipment.
  • Oversee systems supporting data centers and mission-critical environments, including redundant cooling systems, UPS infrastructure, power distribution units (PDUs), and environmental monitoring systems.
  • Utilize Building Automation Systems (BAS) and Energy Management Control Systems (EMCS) to monitor system performance, optimize energy usage, and maintain occupant comfort.
  • Manage the Computerized Maintenance Management System (CMMS) to schedule preventive maintenance, track asset performance, and manage maintenance work orders.
  • Develop and oversee preventive, predictive, and corrective maintenance programs to improve equipment reliability and extend asset life.
  • Investigate equipment failures and quality incidents using root cause analysis and implement corrective actions to eliminate recurring issues.
  • Coordinate with the Chief Engineer to develop non-recurring maintenance and repair estimates, staffing plans, and project schedules.
  • Manage small construction and capital improvement projects including system upgrades, equipment replacements, and infrastructure modernization initiatives.
  • Ensure compliance with applicable codes, standards, and regulations including OSHA safety requirements, NFPA life safety standards, ASHRAE HVAC standards, and environmental regulations.
  • Conduct regular facility inspections to ensure safe and efficient operation of all building systems.
  • Review and update maintenance and inspection schedules in coordination with Contract Officers and client representatives.
  • Lead weekly operational meetings to review maintenance performance, safety metrics, project status, and contract compliance.
  • Analyze operational data and prepare reports on system performance, energy consumption, and maintenance activities.
  • Manage operational budgets, maintenance expenditures, and vendor contracts to ensure cost-effective facility management.
  • Maintain high levels of customer service by ensuring facility systems operate reliably and efficiently.
  • Communicate effectively with internal leadership, client representatives, contractors, and engineering staff.
  • Train, mentor, and develop engineering and maintenance staff to support operational excellence.
  • Regional travel between managed facilities required.
