About The Position

External Analyst Key Role: Apply advanced consulting and extensive technical expertise in the areas of force planning, strategic policy development, organizational design, requirements determination, and systems integration. Perform a broad range of technical, financial, and operational analysis. Provide expertise on selected issues regarding Marine Corps force structure and equipment requirements. Review and analyze documents, equipment requirements, fielding plans and strategies, initiatives, and programs. Develop recommendations related to systems, programs, and procedures that require reassessment, redirection, or realignment. Assess adherence to Marine Corps leadership guidance and initiatives related to modernization, documentation, and force structure. Identify issues and provide recommended alternatives and solutions in accordance with senior leadership guidance, policy, regulation, and law. Develop and conduct analyses and briefings for senior Marine Corps leadership on force management issues.

Requirements

  • 15+ years of experience working in a professional environment
  • 6+ years of experience with force management processes, including FDU, documentation such as MTOE and TDA, and associated systems
  • 3+ years of experience supporting Joint Staff performing force planning, organizational design, requirements determination, or systems integration and assisting with strategic policy development
  • Experience using Microsoft Office applications, including Excel, SharePoint, and Visio
  • Knowledge of DoD and Marine Corps organizations, culture, and processes
  • Knowledge of the Joint Capabilities Integration and Development System (JCIDS) process and Adaptive Acquisition Framework
  • TS/SCI clearance
  • Bachelor’s degree

Nice To Haves

  • Experience as an O-5 or GS-14 Functional Analyst
  • Experience integrating Marine Corps capabilities with other Services, U.S. government agencies, and foreign government partners
  • Experience leading meetings and developing presentations and briefings for use by senior leaders
  • Knowledge of the Marine Corps Requirements Process and the Joint Requirements Oversight Council (JROC)
  • Ability to work in a collaborative team environment
  • Ability to travel periodically
  • Possession of excellent verbal and written communication skills
  • Master’s degree
  • Project Management Professional (PMP) Certification
