About The Position

The Export Control Specialist supports Louisiana State University’s mission to foster a culture of compliance and advance research and innovation, while ensuring compliance with federal export control regulations. This position is responsible for the administration, coordination, and management of activities related to export control laws and regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and the Office of Foreign Assets Control (OFAC) sanctions. The Export Control Specialist will develop and implement policies, assess research and collaborations for compliance risk, and advise faculty, staff, and administrators on complex export control issues to enable compliant global research engagement.

Requirements

  • Bachelor's degree and 3 years experience

Nice To Haves

  • Master’s degree, Ph.D., or J.D. from an accredited institution
  • A minimum of 5 years of experience in higher education administration or federally funded research compliance.
  • Familiarity with research security, controlled unclassified information (CUI), and federal contract requirements (e.g., DFARS, NIST 800-171) and H1B visa clearance.
  • Strong analytical, problem-solving, and communication skills with demonstrated ability to provide guidance on complex regulatory issues.

Responsibilities

  • Compliance Management: Interpret and apply U.S. export control regulations (EAR, ITAR, OFAC) to research, technology transfer, procurement, travel, and international collaborations. (25%)
  • Licensing and Documentation: Prepare, submit, and manage export license applications and technology control plans (TCPs) as required. (15%)
  • Research Support: Review proposals, contracts, and subawards for export control implications and advise principal investigators (PIs) and administrators on appropriate safeguards.
  • Policy Development: Contribute to the creation, implementation, and continuous improvement of LSU’s export control and research security policies and procedures. (15%)
  • Education & Training: Develop and deliver export control training and outreach programs for LSU faculty, staff, and students. (10%)
  • Risk Assessment: Conduct reviews of international shipments, foreign visitors, and international research agreements to ensure compliance with federal regulations. (10%)
  • Coordination: Collaborate with internal partners in Sponsored Programs, Technology Transfer, Research Security, IT Security, Global Engagement, and Legal Affairs to identify and manage export control risks. (10%)
  • Record keeping: Maintain documentation and records in accordance with federal and institutional requirements to support audits and investigations. (10%)
  • Other duties as assigned. (5%)
