About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. The Executive Director for Child Care Support Services provides operational leadership and oversight for multiple units within CFWB’s Child Care Operations team, including the Voucher Enrollment Unit, Provider Inquiry Unit, and the Legally Exempt Provider Unit. This role reports directly to the Assistant Commissioner of Child Care Operations and is responsible for administering child care assistance and support services for families eligible for free or subsidized child care, and supporting providers participating in the child care subsidy system. The Executive Director serves as the primary operational liaison to the Human Resources Administration (HRA) to support Job Center staff assisting Cash Assistance families with child care enrollment and access to services. This position leads a complex, high-volume child care operation requiring expertise in operations management, staff leadership, quality assurance, performance monitoring, and the implementation of operational initiatives to ensure compliance with contractual, budgetary, and regulatory requirements. The Executive Director provides leadership and direction to Child Care Operations managers and staff across both on-site and off-site locations.

Requirements

  • A baccalaureate degree from an accredited college in economics, finance, accounting, business or public administration, human resources, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in personnel or public administration, recruitment, position classification, employment program planning/administration
  • A satisfactory equivalent of education and experience. However, all candidates must possess at least one year of the experience as described under “1”.

Responsibilities

  • Direct and manage staff responsible for providing technical and operational support to child care providers, contracted child care programs, and HRA Job Center staff, including resolving child care subsidy payment issues and overseeing provider/program approval and enrollment into child care systems.
  • Ensure families eligible for child care subsidies receive accurate, timely, and comprehensive information regarding child care options, and confirm staff are knowledgeable about eligibility requirements, enrollment processes, and provider selection options.
  • Provide leadership in operational planning and continuous improvement efforts, including functional analysis of procedures, business processes, workflows, and staffing needs across the Child Care Operations portfolio.
  • Serve as the primary liaison to HRA and the OCFS-contracted Legally Exempt Enrollment Agency (WHEDCO) on child care operations matters to ensure adherence to OCFS contractual requirements and service standards.
  • Collaborate with the ACS Child Welfare Program to strengthen referral pathways and improve access to child care services for children and families involved with Child Welfare services.
  • Review and analyze management reports and performance dashboards to monitor trends in child care utilization, enrollment activity, provider participation, and service outcomes.
  • Participate in fraud reduction and prevention initiatives, supporting the development and implementation of fraud identification, prevention, and compliance procedures.
  • Recommend operational policies, procedures, program enhancements, and staffing proposals to improve performance and ensure compliance.
  • Oversee the operationalization and implementation of new Child Care Operations initiatives, ensuring effective execution across units and alignment with division goals.
  • Monitor performance and outcome measures related to child care enrollment and provider management, using quality and efficiency data to evaluate operations and manage staff performance.
  • Represent ACS and the Division of Child and Family Well-Being at internal and external meetings, interagency workgroups, and stakeholder engagements.
  • Perform high-level operational analysis and interpret complex data to identify trends, risks, and opportunities for service improvements.
  • Establish operational guidance and standards for staff and ensure consistent implementation across all assigned units.
  • Conduct regular meetings to communicate priorities, provide direction, support accountability, and promote staff development.
  • Mentor, coach, and support staff development to strengthen leadership capacity and ensure high-quality service delivery.
