The Executive Director is responsible to oversee and direct Healthcare Administration (Medical & Dental Clinic and Behavioral Health [including The People’s Place Family Resource Center]), Social Services (Indian Child Welfare, Adult Protection Services, CASA Program, Senior Program), Recreation & Fitness (Camas Center Administration and Aquatics); and Tribal Care Licensor programs and services. Essential Duties and Responsibilities Plans, directs and implements the systematic and coordinated delivery of Elder, Health, Medical, Dental, Fitness, Social, and other services provided to Kalispel Tribal and Community Members. Provides overall leadership in the development of goals and objectives that reflect the Tribal vision and works collaboratively to successfully implement the organizational mission. Ensures that effective outreach to tribal members and community is aware of and has access to respective health and social services. Monitors and evaluates service delivery systems to ensure the highest quality, and the continuous flow of professional services to meet client and customer needs. Develops and implements strategies to enhance the Tribe’s health and social services through cost efficiencies and integration of resources or other strategies; identifies opportunities to improve services without reducing the quality of same; develops and implements plans for capital improvements, including maintaining and replacing facilities and equipment. Works with division Directors and Managers and Finance Department staff to develop and monitor budgets on a fiscal year basis; facilitates management level efforts to augment revenues by efficiently managing budgets, streamlining systems and services, exploring grant, contract or fundraising opportunities, and by growing the customer and client base. Facilitates the development and implementation of contractual relationships with the Indian Health Service, physicians, hospitals, clinics, specialists, insurance companies and other providers; oversees the negotiation and administration of contracts and agreements. Ensures compliance with all relevant regulatory and policy rules and requirements established by the tribe, state or federal agencies as well as those of voluntary accrediting bodies and, when necessary, initiate changes and improvements to ensure continued compliance; maintains or surpasses accreditation standards. Establishes a positive work environment for employees by consistent application of personnel policies and procedures; provides guidance, direction, and support to the management staff in a secure and dignified work environment; promotes and supports staff training at all levels, including in-house workshops and seminars that foster and encourage individual & organizational growth and development. Serves as a positive role model for ethical management behavior and promotes an awareness and understanding of positive ethical and moral principles; actively participates in community activities that promote the organization’s mission, philosophy and values. Maintains communications with the Kalispel Business Committee, Tribal CEO, and the Tribal Administrator by providing appropriate updates and reports. Provides open, honest and timely communications to the organization’s many and varied publics including the Kalispel General Council, Camas Path Board, employees and community. Develops and maintains positive working relationships with appropriate Tribal, Federal, State and local agencies concerning matters affecting service programs for Indian people; develop joint programs, ventures, and/or agreements with outside agencies or individuals to support quality, cost-effective services. Monitors and analyzes federal and state health, education, social policy, legislation and regulations to determine future strategies; and to protect and improve access to services for the eligible population. Develops and recommends a Tribal position on key state and federal legislative and regulatory initiatives that will influence the Tribe’s ability to provide accessible, high quality and cost-effective services to the community. Represents the Tribe in meetings with service providers, government and voluntary regulatory agencies, third party payers, and with trade and professional associations. Works closely with the Camas Foundation Board and support their efforts as a non-profit entity to improve the wellness of tribal members and community members. Adhere to all applicable tribal, federal, or state privacy laws and regulations, including but not limited HIPAA and 42 CFR Part 2.
